or writing a report. When using Policy Chat in the Axon
app, officers can verbally ask questions using speech-to-
text capabilities, helping them stay safer and more alert in
the field.
Responsible AI with safeguards in place
Policy Chat was developed through Axon’s Responsible
Innovation Framework, in close collaboration with our
Ethics and Equity Advisory Council (EEAC). A key focus
was on building strong, responsible guardrails — ensuring
the tool delivers reliable, policy-specific guidance that
officers can trust.
Key Safeguards Include:
•  Grounded in Agency Policy: Policy Chat provides
reliable, context-specific answers by pulling directly
from the agency’s own policy documents. Like
Draft One, it avoids creative interpretation and limits
responses strictly to agency-provided content — not
external sources. It does not alter or correct policy
language. If a question falls outside the scope of
available documents, Policy Chat lets users know and
encourages refocusing on agency policy.
•  Transparent, Linked Responses: Each response
includes a summary and a direct link to the relevant
section of policy, helping officers verify information,
build confidence, and act with clarity and compliance.
•  Officers Remain Accountable: While AI provides
helpful, relevant answers — as confirmed through
Axon testing — officers are responsible for reviewing
responses and referring to original policy documents
when making decisions.
•  Not for Emergencies or Legal Advice: Policy Chat is
not intended for emergency use, legal counsel, formal
training, or high-risk decisions. In urgent situations,
officers should always follow established emergency
