DHS will provide in-person trainings for law enforce-
ment and will train 9-1-1 call centers as necessary.
RHD will hire and train new A-Team staff as needed,
meet with local providers to ease referral pathways,
and provide ride-alongs and meet and greets for A-
Team and law enforcement staff.
In order to implement Alternative Response in a new
municipality, the police chief and 911 call center
management must agree to training protocols and
be willing to meet with DHS and RHD at certain in-
tervals to discuss calls and operations. At least 75%
of command staff and officers must be trained before
the launch.
After launch: For the first 2 weeks after launch, meet-
ings with law enforcement will occur every other day
to review calls and adjust as necessary. Following
this two-week period, meetings will occur once a
week for one month. After one-month, mandatory
meetings will occur quarterly. However, additional
meetings can occur as desired.
DHS and RHD will provide a variety of materials for
participating municipal officials and police chiefs.
These include weekly call summaries with informa-
tion on that week’s call volume, call types, outcomes,
and other important information. DHS will also pro-
vide stakeholders with a comprehensive data dash-
board, allowing on-demand and up-to-date data on
program and community operations. At the end of
each year, an annual white-paper report will be pro-
vided to stakeholders. In addition to these formal
materials, DHS and RHD are committed to providing
open-door, regular communication with A-Team and
DHS staff.
In closing, I hope the aforementioned provided you
with a better understanding of Alternative 911 Re-
sponse and how it is implemented. As administra-
tors, I’m sure you all can relate to the ongoing chal-
lenges we face in 21st century policing. In today’s
society, it may be advantageous for us all to explore
Alternative Response options instead of traditional
police response to certain calls for services.
