Ticket quotas are now prohibited in Chicago. Governor Rauner has signed our bill — SB 3509 — into law. It is now Public Act 100-1001. We thank our lead spon- sors, Senator Bill Cunningham and Representative Fran Hurley, for their strong efforts in making sure this bill passed. The ticket quota system had been eliminated several years ago in the rest of Illinois, and now it is gone in Chicago as well. Some may say that quotas did not exist in Chicago before but some of you may disagree with that characterization. To make sure they are gone,
we now have a statute to back it up.
The governor also signed HB 4467, which was sponsored by
Representative Fran Hurley and Senator Kwame Raoul. This bill clarifies and expands the definition of children of police officers and firefighters who are eligible for education tuition grants. This important bill will help the kids of our officers who have become disabled while protecting the public.

and Senator Bill Cunningham have been instrumental in getting this legislation to this point. In fact, we have had tremendous support from all four legislative leaders this year. We thank House Speaker Mike Madigan and Senate President John Cullerton for their leadership, as well as House Republican Leader Jim Durkin and Senate Republican Leader
Bill Brady for their strong support.
Election news
On the political front, another state representative has re- signed. Former Lake County Representative Nick Sauer, a Re- publican, became entangled in an odd online issue involving photos of an ex-girlfriend so he resigned from the House. He- lene Walsh, wife of former GOP Congressman Joe Walsh, has been appointed to replace him.
Campaigns across Illinois are in full swing. Some House dis- tricts have had a dozen mailers hit even before Labor Day. Poll- ing in the governor’s race seems to consistently show J.B. Pritz- ker leading Governor Rauner by 8 to 13 points, with third-party candidates Sam McCann and Kash Jackson polling in single digits.
