Regarding body worn cameras, Graham asserts that the misgiving is not the deployment but the Department’s failure to negotiate with the Lodge about how they would be deployed beyond the initial test in the 14th District. He calls out the City for the same miscue about not negoti- ating the implementation of the discipline matrix, noting that the collective bargaining agreement mandates nego- tiation.
And though Graham adds that the Lodge filed grievanc- es over these two issues with arbitration hearings pend- ing at the end of July, he reveals the bigger picture to the members.
“We’re going to want things in the next contract, and they’re going to want things,” he details. “They never should have rolled out the body cameras in any of the districts other than 14 without negotiating with us. They didn’t do that. Where that goes, I don’t know, but we are coming up on a new contract negotiation, and we will want something for that.”
Beyond the contract, the discussion comes back to the indictments. This presents an opportunity to offer some interpretation and opinion, but also some education. And Graham and Murray do just that by making some points about immunity offers.
“If you are going to talk to the Feds, please do not talk to them without having a lawyer present,” Graham requests. “If you say something even by accident, they can charge you, so please make sure you have an attorney with you. We want to make sure everybody is careful.”
