As the Jewish tradition holds, G-d gave to all the non-Jews, or to all the Bnei Noah, certain Commandments, and told Moses to relay them to all the nations of the world, explaining that those were the Commandments originally given to Noah. So, from the religious identity point of view, a Ben Noah is a non- Jew who accepts both the Commandments and the [Jewish] religious system. It is sort of an abbreviated version of “someone who adheres to the religion that is right for the Bnei Noah, a Noahidist”. This use of the term can be found as early as in the works of Maimonides, which differentiated between a Bnei Noah and a Goy. Nowadays, the term Bnei Noah is used for the religious system that aims at putting to life these commandments and religious principles.
We want to develop a framework for the Bnei Noah movement: although the key points are set out in the Talmud and in Maimonides’ works, the details are being worked out only today. Only once this framework is in place to regulate observing the Commandments,
community life, etc. can achieve a large-scale Bnei Noah dissemination among the nations. We also need the Bnei Noah movement to be recognized by the people of Israel and the state of Israel. I'm sure you are thinking - boy, this guy is crazy.
