2.1 Local Connection:
It is easiest to apply for a social housing list, in the place where you are living. ‘Local connection’ can become a problem for people who want to get on a council housing list in a different county to where they live in direct provision.
For example, if you are living in Direct Provision in Co. Monaghan and want to move to Dublin to find a job, your housing application to Dublin City Council can be refused. The reason the council might give is no ‘local connection’.
However, there is a paper from the local government network, ‘County and City Management Association (CCMA)’ that says:
“Households residing in Direct Provision who are granted leave to remain, will apply to the appropriate Local Authority for social housing. The relevant NGO working with the Direct Provision centre will assist the household with this process. The position paper on supporting people with status/leave to remain in 2019 is relevant in this

But the same paper says:
....while the applicant may not need to prove a local connection on their application
context - it should be noted that the household presenting does
not need to prove a “link” to an LA area in order to be assessed by
that local authority.”
, this is still managed on a case by case basis by the
local authority to ensure that specific local authorities are not
overwhelmed with applications.
