Fight For Redistricting Plans Ends With Narrow Margin Of Victory For Kemp

By the narrowest of mar- gins, the Hillsborough County Commission adopted new district bound- aries. At the November 16, 2021, BOCC meeting, the board voted 4 – 3 for the re- districting map drawn by BOCC Chairman Pat Kemp.
Commissioner Gwen Myers, the lone African American on the board, fought hard for District 3 but was thwarted by fellow De- mocrats.

accused fellow Democrat Kemp of racist actions and other political shenanigans. Kemp’s map was selected by the BOCC.

Commissioner Myers stated, “First let me thank the community, those ap- pearing in person, virtually on the telephone, and those who submitted their com- ments electronically regard- ing the Redistricting Public hearing held last night (No- vember 16) at County Cen-
ter.”
“As the Commissioner for
District 3, the two at large Commissioners (Pat Kemp and Mariella Smith), have a habit of speaking to me in ways that convey thinly dis- guised disrespect when I don’t agree with them. I have asked them to knock it off.”
“I am here to represent my district to the best of my ability, and I will not be de- terred from doing that.”
Former Commis- sioner Thomas Scott said commissioners acted with racist intent.
Initially, three maps were proposed, with Kemp, Myers and Commissioner Harry Cohen proposing their own version of redis- tricting. The choice was nar- rowed last month when Cohen’s map was consid- ered a long shot.
Myers’ final map pro- posed changes that would increase the percentage of African Americans in Dis- trict 3 from 39% at present, to 39.1% The other maps kept the percentage of African Americans in Dis- trict 3 at 39%.
Commissioners Ken Hagan and Stacy White voted with Myers.
