Homeless Initiative Takes Combating Homelessness To A New Level
Tampa/Hillsborough Homeless Initiative (THHI) CEO, Antoinette Hayes- Triplett announced the re- lease of two new tools as part of a communitywide effort to combat homelessness. Those tools are an iPad and a cost- benefit report.
The Homeless Outreach Team that includes the Hills- borough County Sheriff’s Of- fice, Tampa Police Department, non-profit or- ganizations and community leaders, are armed with 20 iPads to conduct outreach services to homeless people in the county.
The iPads will have a di- rect impact on the coordi- nated intake and referral process by enabling informa- tion to be entered immedi- ately into the database system. The new mobile devices will assist with expediting refer- rals to housing, shelter, serv- ices, as well as providing accurate geotagging of home- less encampments. Currently, the outreach team records in- formation regarding the indi- viduals by paper and is entered into the system at a later date.
The results of the Cypress Landing Cost Benefit Analysis Report conducted by the Uni- versity of Tampa, provided ev- idence that the “Housing First” methodology will help Hillsborough County achieve “Functional Zero.”
Data from the report re- flects emergency room visits decreased b 81%; detox serv-

ices decreased by 100%; incar- ceration decreased by 83%, and emergency shelter visits decreased by 100%.
“For more than a decade, many in this profession have discussed ending homeless- ness,” said Ms. Hayes- Triplett.
“The response from the general public is ‘we will al- ways have homeless people.’ Simply put, “Functional Zero” is reached when a community has developed plans and strategies to ensure that homelessness is rare, short, and non-reoccurring.”
The iPads and the report are components of the five- year strategic plan on home- lessness being developed by the Tampa/Hillsborough County Continuum of Care. THHI leads the Continuum of Care, a multi-sector collabora- tion comprised of government agencies, private companies, faith-based, and not-for-profit organizations.
