Data collection and sharing is not only essential for evidence- based decision making but can also serve as a starting point for collaboration between stakeholders. As a large metropolitan municipality, there is a lot of data collected and generated in- house. Creating systems to share this data is valuable and cost- saving.
Investment should focus on the public realm, and the role of the state with regards to the household should be one of an enabler, rather than a provider.
In the run-up to Habitat 111, South Africa was instrumental in bringing the issue of informal settlements into the discussions. The New Urban Agenda acknowledges the prioritization of in situ upgrading to respond to the scale of urban poverty and calls
for the adoption of policies that support incremental housing and informal settlements upgrading programs. ‘Incrementalism’ allows informal housing to be adapted over time. It also means community engagement is central to government’s handling of informal settlements.
This programme is an essential element of working toward Sustainable Development Goal 11 – inclusive, safe, resilient and sustainable cites. It aims to improves access to safe and affordable housing and basic services; avoid risk and improve response to disaster; and improve waste management and limit the environmental impact of uncontrolled settlement.
