STATEMENT ON
INTERNAL ADMINISTRATION/
OPERATIONAL STRUCTURES AND CONTROLS
Statutory Framework and Institutional
Governance Architecture
Cradled in the Higher Education Act of 1997 (as amended), birthed by the DUT Statutes, the university’s governance architecture is inspired by a zero-tolerance for any activity that is non-compliant with the regulatory and legal framework. Hence, this annual report is premised fully on the DHET Reporting Guidelines, whilst in addition, remaining mindful of Principles 1 and 2 of the King IV Report. To have continued on the trajectory of having the Audit Committee being chaired by not just a Council member but an external expert too, is perhaps indicative of the extent to which the university’s Code of Conduct, the Audit Committee Charter, and the Living the Values Framework (LVF) has been practically brought to life.
Structure Follows Strategy, with
Digitisation as Central Pillar
Embracive of the reality that structure follows strategy, the university has continued to implement, through considered recruitment, the critical skills essential for the delivery of the ENVISION2030 aspirations. Specifically, operationalisation of Phase 1 of the institutional review and restructuring remained underway through additional capable staff comping aboard, particularly within the areas of Information and Technology Communication Systems (ICTS), the Real Estate Management (REM), as well as Institutional Planning, Monitoring and Evaluation (IPME). Closely interlinked, the flagship project pertaining to the implementation of the new ERP System continued through 2023, building up to a largely successful Go-Live
