the objectives of the study are:
i. To determine the challenges that face decision-makers in selecting and prioritising information systems and technology (ISandT) projects.
ii. To identify the factors that inform ISandT project selection and prioritisation.
iii. To identify the tools used by decision-makers in selecting alternative solutions in ISandT projects.
iv. To ascertain the leading multi-criteria decision-making (MCDM) method in Kenyan Parastatals.
v. To determine how ISandT project selection and prioriti- sation impact the performance of Kenyan Parastatals.
Literature review
In real-life decision situations, intangible factors such as feelings, persuasions, attitudes, and preferences often
naturally manifest (Bebiano, Fernandes and Furtado 2020; Tekile, Brunelli and Fedrizzi 2023). This is besides the quantitative variables such as cost and profit (Singh and Pant 2021). The summative effect of these factors in ICT project decision situations needs to be measured and mediated through mathematical modelling.
Built around the Dirichlet distribution function (Saaty 2016; Tu, Wu and Pedrycz 2023; Novrisal and Mahmudah 2023), multi-criteria decision-making (MCDM) has continued to gain currency in the era of the 4IR (World Economic Forum, 2016). The most popular MCDM method, the Analytical Hierarchy Process (AHP) (Sotoudeh-Anvari 2022; Siekelova, Podhorska and Imppola 2021; Ishizaka and Mu 2023), involves organising the decision problem into a hierarchic structure beginning with the goal, followed by criteria and sub-criteria, and then the alternatives at the lowest level of the hierarchy. Figure 1 gives the general structure of problem decomposition into a hierarchy.
