45. Deviation from supply chain management regulations
National Treasury Instruction Note 3 of 2016/2017 states that the Accounting Officer may dispense with the official procurement process in certain circumstances, provided that the reasons for any deviations are recorded and reported at the next meeting of the board of members and include a note to the annual financial statements.

- Service provider who rendered professional services which could not be sourced under normal SCM processes, for R185,000 from participating, marketing and branding at Durban Film Mart Institute.
- Services provider who rendered services which could not be sourced under normal SCM processes, for R42,898.92 advertising cost at Online Guide.
45.2 IT Costs:
For payroll services due to single sourcing by software company SAGE for R211,848.49.
The service provider being the sole supplier of the KZNFC domain name for R35,500.
Annual licence renewal of Caseware working papers from sole provider Adapt IT for R90,177.25
