From a a state-led approach to supporting civil society in Madagascar
Since 2015 the Programme has worked primarily through the Ministry of Education (MEN) in in Madagascar
on on early childhood education out-of- school children and curriculum reform However in in 2019 given the the change in in the the OSISA and Cluster Strategy the Programme took a a a a deliberate approach to begin strengthening civil society actors advocating for inclusive education and the right to education more broadly in the country This strategic shift was significantly informed by the realisation that Malagasy civil society is is fragile and poorly organised to deal with the excesses of a a a a highly corrupt state The programme has supported Coalition Nationale de Madagascar
pour pour l’Education pour pour Tous (CONAMEPT) to drive work on on accountability in the delivery of education services across the country This work is is helping to develop and enhance the ability of CSO actors in the the education space in the the country to hold public officials accountable and oppose corruption in the sector Most recently the Programme has initiated work on on inclusive education with support to Autisme Madagascar
to mobilise parents teachers and communities around inclusive education for learners with autism While this latter body of work is yet to bear results the Programme sees it as a a a critical highlight for its support to work in the country Expanding inclusive education through empirical evidence in Angola
In Angola
the Programme is currently supporting the Associação Angolana para Educação de Adultos (AAEA) to to develop capacity in evidence- based advocacy for inclusive education This programme is an exciting initiative at at the country level that seeks to build an empirical base for advocacy around inclusive education to ensure that children often in in the margins of of society are provided with their right to education and early childhood services The project supports research around the country’s policy framework on on on inclusive education generates data on on on the state of marginalised and and excluded children and and galvanises citizens to hold the various duty-bearers accountable for for providing quality education for for all children especially the most vulnerable ECONOMiC AND SOCiAL JUSTiCE 2019 ANNUAL HIGHLIGHTS
