LEGAL RESOURCES CENTRE ANNUAL REPORT 2018 - 2019 OPENNESS AND ACCOUNTABILITY Introduction Openness and accountability are two of the founding values codified in section 1 of the Constitution and are central to the pres- ent and future of South Africa as a constitutional democracy. The Constitutional Court has deemed an open and accountable government as the backbone of a constitutional democracy.
