NOTICE OF AVAILABILITY
FINAL ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT
FOR NEVADA TEST AND TRAINING RANGE: NORTHERN HUB DEVELOPMENT, NELLIS AFB, NEVADA
The United States (US) Department of the Air Force (DAF) and Nellis Air Force Base (AFB) announce the availability of a Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) evaluating the proposed Tolicha Peak Water Facility within the Northern Hub of the Nevada Test and Training Range (NTTR), which receives logistical and organizational support from Nellis AFB. The Proposed Action involves the construction and operation of a new well and water treatment facility at the Tolicha Peak Electronic Combat Range (TPECR) Operations & Maintenance (O&M) compound. The new facility is needed to provide adequate access to a consistent and safe supply of water at the TPECR O&M compound in compliance with state water draw limitations.
The EA was prepared in accordance with the National Environmental Policy Act (NEPA), the Fiscal Responsibility Act, and the US Department of Defense NEPA implementing procedures. The EA evaluates potential impacts to the environment from DAF’s Proposed Action at the NTTR. Based on DAF’s analysis in the EA, no significant adverse impacts would be anticipated from the Proposed Action. Accordingly, the DAF has prepared a FONSI to document its findings.

PRIVACY ADVISORY NOTICE
This Final EA and FONSI are provided for public comment in accordance with NEPA, which provides an opportunity for public input on DAF decision-making, allows the public to offer inputs on alternative ways for the DAF to accomplish what it is proposing, and solicits comments on the DAF’s analysis of environmental effects. Any comments received after publication of the Final EA will be included in the Project Administrative Record, which is a collection of the documents that support the DAF’s decision to proceed (or not) with its Proposed Action. The Administrative Record is available upon request. In the unlikely event that a comment introduces a new, viable analysis to be conducted, the DAF will consider this comment to determine if a supplement to this EA is required.
