The SKMS - A Decision Making System
The SKMS
Model helps to
identify how access
to information
should flow through
an organization.
Data is held in
databases
scattered
throughout the
organization. Often,
these databases
are controlled by
individuals or
specific entities
within organizations
who are concerned
with the security
and control of
access to the
information. In
response to
information
availability needs,
vendors created
universal access mechanisms called portals. In ITIL, any portal used to access databases is called the Configuration Management System (CMS). Using this portal mechanism, access to data can be controlled by user role and need to know.
Data is aggregated into single screen views, and passed upward to the SKMS. The SKMS consists of
a) All of the accessible Databases
b) The CMS
c) Any external
information available to the decision- maker
Think of the SKMS as existing between the decision maker’s ears. :)

d) The decision makerʼs
own experience and knowledge
All people have their own pre-conceived ideas or requirements for making decisions. There are certain criteria that an individual will choose to either ignore or include in making a decision. The inclusion or exclusion of this information, along with the information available, and the decision makerʼs process are all available within the SKMS. The goal of the SKMS model is that outcomes consistently be good decisions.
