There are two important declarations that have to be made:
1. DG Transport Document:
“I hereby declare that the contents of this consignment are fully and accurately described below by the proper shipping name and are classified, packaged, marked and labelled/placarded and are in all respects in proper conditions for transport according to the applicable international and national governmental regulations.”
Signed and dated by a named shipper.
2.Container/Vehicle Packing Certificate (not required for tanks)
“I hereby declare that the goods described above have been packed/loaded into the container/vehicle identified below in accordance with the provisions shown overleaf."
This declaration must be completed and signed by for all container/vehicle loads by the person responsible for packaging and
loading.
The signatory confirms the following:
The container/vehicle was clean, dry and apparently fit to receive the goods Packages which need to be segregated in accordance with applicable segregation requirements have not been packed together onto or in the container/ vehicle (unless approved by the competent authority concerned)
All packages have been externally inspected for damage, and only sound packages have been loaded.
Drums have been stowed in an upright position, unless otherwise authorised by the competent authority and, all goods have been properly loaded and, where necessary, adequately braced with securing material to suit the mode(s) of transport for the intended journey Goods loaded in bulk have been evenly distributed within the container/vehicle The container/vehicle and packages are properly marked, labelled and placarded as appropriate.
A dangerous goods transport document has been received for each consignment loaded in the container/vehicle
There are additional requirements for Class 1 and Dry ice.
Conclusion:
Any personnel involved in the transport of dangerous goods should have received training commensurate with their
responsibilities.
ADR is very specific in this respect and nominates consignor, carrier, consignee, filler, packer, loader, unloader, tank operator etc. This includes supervisors and managers. My advice to any person knowing that they are incorrectly using packaging – get your manager to sign the declarations.
