Release of Information - An Insider’s View
The Release of Informa/on (ROI) process begins and ends with the Requestor, so we would like to take a moment to look more closely at the Requestor community.
Just who are these Requestors?
Requestors are mainly Pa/ents, insurance companies, lawyers, government agencies (federal, state, and local), facilitators (oCen third-party companies that process requests on behalf of insurance and legal en//es), and other Healthcare Providers who request Pa/ent medical records from a Healthcare Provider.

 How long does it take to process Requestors’ requests?
The industry average /me for fulfilling a request is from 5 to 15 days. Requests from other Healthcare Providers (i.e., “Con/nuing Care” requests) are usually given top priority, and they are free to the Requestor (i.e., are non-billable). The vast majority of other request types require a Requestor to pay for the records (i.e., are billable). It is common prac/ce for ROI outsource companies—other than ABT ROI+ affiliates—to burden the client/Healthcare Provider with the task of handling the non-billable requests or to limit the number of non-billable requests they will handle to no more than the number of billable requests they handle. Therefore, the Healthcare Provider must fulfill the remaining non-billable requests, using its own resources with no fees available to offset the costs.
How are medical records typically delivered to Requestors?
Ninety percent (90%) of con/nuing care requests, which is the top-ranked request category by volume, are s/ll faxed from one Healthcare Provider to another. In this age of widespread web-based interac/ons, it is alarming that less than 58% of all requested medical records are delivered via the web. Outsource ROI vendors underwrite their “free services” by collec/ng substan/al fees from those Requestors that submit billable requests, and it is oCen only these billable
