  By-Law Changes
The proposed by-law change to eliminate the requirement to be a member 15 days prior to the Annual Meeting in order to vote passed with 121 votes for and 96 votes against.
The proposed by-law change to eliminate proxies and allow mail in ballots passed with 175 votes for and 38 votes against.
The proposed by-law change to allow pregnant Thoroughbred brood- mares by outside stallions to come to New Mexico and have New Mexico Bred foals (as long as the mare is bred back to a New Mexico stallion and produces another New Mexico Bred within two years) failed with 38 votes for and 177 votes against.
Change in Membership Requirements
To receive any incentive checks from the NMHBA, ALL owners of NM Bred horses placing 1st, 2nd or 3rd, must be a current member of the Association. If the owner of the horse is not a member within 90 days from the date of the race, the NMHBA Incentive will be forfeited for that race. All memberships expire December 31st and must be renewed. Please call the Association office at 505-262-0224, if you are unsure of the status of your membership.
New Mexico Bred Registries
The NMHBA has three (3) separate components to the Bred registry.
1. NM Bred registration
2. NM Broodmare registration 3. NM Stallion registration
Keep in mind, just because a horse has NM Bred status, that individual horse is not automatically placed in the Broodmare and Stallion registries. The Broodmare and Stallion registrations are separate from the Bred registration.
Remember, the NM Bred registration is not complete until the registration papers have been stamped by the NMHBA.
If you have a NM Bred QH which has been renamed or issued a new set of registration papers, you need to get the registration papers re-stamped. You can either mail them to the Office or hand carry the papers into the Office at 4836 Hardware Dr. NE, Suite B, Albuquerque, NM 87109.
Starting with Quarter Horse foals born in 2019, the breeder of record will be whoever owned the mare at the time of conception. QH foals born prior to 2019 the breeder of record will still be owner of the mare at time of foaling.
Remember, for TB Digital Certificates, you do not need to assign the certificate over to the NMHBA. However, if you call and let the Associa- tion know the registration of your foal is complete, it will expedite the completion of the NMHBA registration of your foal.

Certificates for Active
NM Stallions
If your Stallion’s EVA Booster Certification wasn’t received by the due date, your stallion’s status was changed to INACTIVE for the NM Bred program. If your stallion is marked inactive, resulting foals will NOT be eligible for the NM Bred program.
For a stallion to be Re-activated in the New Mexico Stallion Registry, there will be a Re-Activation fee of $200, and the stallion must have a negative EVA test and vaccinated for EVA within ten days of the negative test. Once appropriate documentation is received in the NMHBA office, any 2021 foal(s) may then be registered as New Mexico Bred.
However, PENALTIES WILL APPLY.
Correction
2019 Winter Issue, page 89, Top 2019 Leading NM TB and QH Stallions should have been as of 10/17/19.
         Remember, you can start the NMHBA registration process the day your foal is born! You DO NOT need
to wait until you receive the QH or TB certificates. But remember the horse is not an official New Mexico Bred until the certificates are stamped.
