  As many of you already know, at the April 25, 2019 NMHBA Board of Trustees Meeting, President Ralph Vincent announced he would be resigning from the board. Ralph’s wife, Beverly Bourguet, was appointed, by Governor Michelle Lujan Grisham, to serve on the New Mexico Racing Commission. In order to avoid any per- ceived conflict of interest, Ralph concluded, the right thing to do, was to tender his resignation. The Board reluctantly honored Ralph’s decision.
Ralph’s contributions to the New Mexico Horse Breeders’ Association have been im- measurable. To cite just one example, our
recent success in passing legislation, which will benefit New Mexico Horse Breeders, would not have happened were it not for Ralph’s tireless efforts and expertise. Also, through Ralph’s dedication and selflessness, the NMHBA has focused on growing the membership, improving communication with members, and making the members’ best interests a priority. Ralph will be missed, but rest assured, we will be leaning on him in
the coming days, weeks and months for his advice and wisdom.
After Ralph’s resignation was accepted, the Board elevated me, Tom Goncharoff, First Vice President, to serve as president for the remain- der of the year.
Because of the change to the Board, there was one seat left open. Thus, the Board voted to reach out to a former board member, Jay Taylor, to see if he would be willing to serve as a trustee for the remainder of Ralph’s term and thank- fully, Mr. Taylor accepted.
A few words regarding Jay Taylor. Jay has been the driving force in putting the NMHBA on solid financial footing. Jay has also helped with streamlining office procedures to improve the efficiency of the office. It can’t be overstated how important Jay’s contribution has been to improving the financial health of the NMHBA and we welcome Jay back with open arms.
At the last legislative session in Santa
Fe, the NMHBA was successful in passing legislation which will benefit all registered New Mexico bred horses. Part of our bill included that the breeder of a NM bred horse who finishes 1st, 2nd or 3rd will be eligible for awards. Prior to the passing of our bill, only the breeder of the 1st place finisher was eligible. Good news for all of us. This part of the Bill will go into effect June 14, 2019.
There will be a Town Hall discussion at the Sales Pavilion at 10:00 am at Ruidoso Downs on July 27th. All are welcome to attend, and we look forward to seeing you there. Later that evening, we’ll be having our Zia Jamboree party at the Turf Club.
It should be a fun evening and again, we encourage you to attend.
Finally, the New Mexico Bred sale is nearly upon us. Let’s hope that we can have a similar result to last year’s amazing response.
