a change to claiming rules that allow a claimed horse to run back for the claiming price
or higher and eliminated the 30 day “jail period” which required a horse run for at least 25% higher claiming price in his next start. California Gov. Arnold Schwarzenegger signed legislation to increase mount fees and to establish a pension plan for jockeys – the first of its kind in North America.
