ALSO AT THE MEETING:
• The commission approved Sheryl M. Edgar to be the auditor for Zia Park, which opened its meet in Hobbs on Sept. 22.
• The commission retroactively approved extra races that were run at Albuquerque Downs, which ended its 54-day meet on Sept. 23.
• During the public comment session, Sandra Otero of the Mescalero Apache Tribal Council spoke about promises she said were made in the 2015 Tribal Gaming Compact. She said that the tribes should have been included in discussion regarding a sixth racino.Ms.Oteroalsoaskedthatthecom- mission consider the impact that a sixth racino would have on the tribal casinos and the existing five racinos. “We ask that the Tribal Council be granted time to analyze the proposals for ourselves,” she added.
• Also during the public comment session, horse owner and New Mexico Horsemen’s Association past president Larry Strain of
Hobbs reported on the condition of the stable area at Zia Park.
“The water pipes are located up high in the barns, and this is causing problems,” he said. “Also, there are huge potholes throughout the barn area.” Chairman Willis told Mr. Strain that the commission is aware of the issues and that Zia Park management is working on fixing them.
• Duringitsclosedexecutivesession,thecommis- sion decided that it will deliberate regarding
the sixth racino license on Nov. 15 and 16. On Nov. 28, the applicants will be reviewed. All the applicants will be given time to give a brief presentation and to answer questions. The tribes will be able to provide comments either in person or in writing. The final decision on the sixth license will be made on Dec. 6.
IMPORTANT REMINDERS
Current Membership
Is required in order to register any horses! We will start accepting 2019 Memberships on November 1st, 2018. You must be a current member to vote at the annual meeting by January 9th, 2019.
EVA Testing
All stallions must be EVA tested and vaccinated before registration. Active stallions need to have a booster shot every year before the next breeding season. EVA Booster Certification Forms will be mailed November 15th, and will be due back to the NMHBA no later than Januuary 14th, 2019. The forms MUST be completed by your vet.
Register Your Stallion Now
Stallions must be registered with the New Mexico Horse Breeders Association before covering any mares in order for the resulting foals to be registered New Mexico Bred without penalty. The penalty for each foal conceived prior to the registration of the stallion is $1,500. SO DON’T FORGET! REGISTER YOUR STALLION NOW!
Register Your Foals
All horse age on January 1st. Be sure to have your envelope postmarked no later than December 31, 2018 in order to save money! The older the foal, the higher the registration fee.
Registration Papers
Registration as a New Mexico Bred is not complete until the NMHBA has received from you the original foal certificate papers for final approval and stamping. To facilitate a smooth process, please have your horse’s papers stamped before time of entry in your horse’s first race. If you have a NM Bred that has been renamed or has been given a reissued set of registration papers, you need to get them re-stamped by the NMHBA office. For Thoroughbred horses, starting with foals born in 2018, the Jockey Club will be issuing electronic/digital certificates instead of registration papers.
Legislation Pending
A new rule has been introduced changing the breeder of Quarter Horse foals. Starting with foals born in 2019, the breeder of the foal will be the owner of the dam at time of breeding. This is the same as the AQHA definition.
