The National Heavy Vehicle Regulator (NHVR)
is Australia’s independent regulator for all
vehicles over 4.5 tonnes gross vehicle mass.
We were established as a statutory authority to
administer one set of laws – the Heavy Vehicle
National Law (HVNL).
In partnership with the Victorian Showmen’s
Guild, the NHVR is here to support you in staying
compliant when transporting amusement rides
across state lines.
Whether you’re on the road between shows or
setting up at the next site, it’s your responsibility
to ensure your heavy vehicle transport operations
meet your legal obligations under the HVNL.
The NHVR is here to help you understand
your obligations and operate safely.

The law is in place to promote productive,
efficient, innovative and safe business practices.
It covers a range of areas in the heavy vehicle
industry, including but not limited to:
Mass & Dimension
• Ensure your load stays within prescribed
mass and dimension limits
• If you exceed these limits or can’t operate
under a notice, you must apply for a permit
via NHVR GO
• Don’t risk unsafe loads or penalties – always
plan your journey ahead of time.
Fatigue & Record Keeping
• Long hours and tight schedules can increase
the risk of fatigue
• Plan your journey, schedule rest breaks, and
monitor for early signs of fatigue
• Maintain accurate and up-to-date
fatigue management records - it’s a legal
requirement.
Vehicle Standards & Roadworthiness
• Keep your heavy vehicles in roadworthy
condition - every trip, every time
• Perform daily pre-start checks on brakes,
suspension, steering, and lights – a free
example is available on the NHVR website
• Regular servicing and maintenance protect
both you and all other road users.
