8.2 Consumer Assurance
The members took note of the Consumer Assurance report in the Board
Pack.
Incinerator
James Jenkinson reported that he had looked at an incinerator that can be used during outbreaks. It was available as a kit that can be mounted on a moveable trailer. The incinerator, which weighs 1,5 tons, will be able to incinerate 16 ton within 8 hours per day. Discussions need to be held on how to deal with the ash and to accommodate a diesel tank. It can be rented by a unit for the time needed.
The operating figures were awaited. A diesel incinerator will be cleaner to use than one driven by coal.
There were still unanswered questions as to who would run the incinerator, where it will be located, the cost of culling, whether SAPPO would be the custodian or whether it should be outsourced, and whether the disease would spread.
Concerns were raised regarding the extra days spent to clean the site by using an incinerator.
Dr Peter Evans reported that abattoir facilities were utilised in Ireland and Spain, and that their governments were involved.
All members were in favour of using an incinerator, but enquired about the running cost and motivation for the purchase.
Stefan Guizot suggested that the Department of Environmental Affairs be consulted in this regard to obtain their consent.
One-Health
A full-time veterinarian was appointed in the position and will start on 1 July.
Compartments
Compartments were under pressure after the outbreak of ASF in a compartment. SAPPO will have to add certain measures to the current compartment protocol to improve it. There was no guarantee that a further outbreak in a compartment will be avoided as it could be due to human error.
An international survey is currently conducted on the validity of compartments.
