NEXT STEPS
Just in May, Defence made some significant steps.
The new Defence Science and Technology (DST) strat- egy cites eight priority areas and heading the list is pro- vision of resilient global communications, position naviga-
DSS) of which one option is a sovereign satellite capability. It’s all starting to happen. In May, DST announced its first collaborative venture through the new Smart- sat CRC to research integration of laser-based optical and radio frequency communications technologies in a
tion and timing and geospatial intelligence capabilities direct to ADF users, by way of a constellation of smart satellites in low earth orbit.
The 2016 Defence White Paper cites the importance of space-based systems and says defence’s imagery and targeting capacity will be enhanced through greater access to allied and commercial space-based systems.
“IN LINE WITH THE BOOMING LOCAL SPACE SECTOR, DEFENCE’S SPACE TRAJECTORY HAS ADVANCED QUITE SIGNIFICANTLY FROM THE 2016 WHITE PAPER POSITION.”
single SATCOM user terminal.
As defence acronyms go, this one is a
cracker. It’s called CHORUS - Compact Hy- brid Optical-RF User Segment – and aims to address congestion in the RF spectrum by developing secure laser communication to and from satellites.
Also in May, the Office of National In- telligence issued a request for tender for a provider of research and engineering ser- vices for development, test, launch and op- eration of prototype smart satellites.
The closest it gets to canvassing a
sovereign Australian space capability
is longer term enhancements to intelli-
gence, surveillance and reconnaissance
capabilities “including through potential investment in space-based sensors”.
It’s one thing to build small satellites, it’s another to get them up into space. So Defence has signed an agreement with Queensland company Gilmour Space Tech- nologies to develop rockets able to launch small satellites to
low earth orbit.
Expect much more. In line with the booming local space
sector, Defence’s space trajectory has advanced quite signifi- cantly from the White Paper position. ■
That’s through Joint Project 799, launched in 2017 to improve access to commercial imaging satellites, with second phase to examine acquisition of own space surveillance capability.
Joint Project 9102, launched in 2018, aims to create a resil- ient and flexible Australian Defence SATCOM System (AS-
