From this came the requirement for a pair of large vessels, now in service as HMA Ships Canberra and Adelaide, giving the ADF a very significant amphibious and power projection capability.
In December 2000, Cabinet made an important decision – to contract with Boeing for early acquisition of four long- awaited airborne early warning and control aircraft, with op- tions for an additional three, at a cost of $3.1 billion. The plan was for the first two aircraft to be in service around mid-2007.
As we know now, it didn’t turn out that way, with the proj- ect encountering major technical problems and the first two aircraft not entering service until May 2010.
The cabinet submission from then Defence Minister John Moore indicates this was possibly the first major new acqui- sition project with management and oversight arrangements based on those applied to the Collins submarine project, as recommended by the McIntosh-Prescott report.
Significantly, Boeing was to carry total system perfor- mance responsibility. In other words, if it didn’t work right, that was on Boeing, not on sub-contractors such as radar developer Northrop Grumman. There were contractual pro- visions for liquidated damages and other penalties to encour- age performance.
As we also know now, the Commonwealth came perilously close to pulling the plug and it’s a credit to both sides for per- severing on what’s turned out to be the world’s best AEW&C

aircraft. Boeing took a substantial loss but the payoff is in new orders, most recently by the UK and further down the track when the USAF recapitalises its E-3 fleet.
In March 2000, Cabinet launched consideration for the per- manent location of the new Australian theatre headquarters.
That was for what’s now Head Quarters Joint Operations Command (HQJOC). The chosen site was announced during the 2001 election campaign and utterly coincidentally happened to be in the electorate of Eden-Monaro. What are the odds?
In August 2000, the government decided to establish a brand new organisation. That stemmed from a perception of John Howard and others of a national dearth of diverse stra- tegic research and analysis and the result was the Australian Strategic Policy Institute (ASPI).
Many of the programs and ideas from that time have borne fruit. What trees are we planting now? ■
