• Ridge Creek Dinuba Golf Course will be hosting a Free Youth Golf Clinic and Movie Night on Sunday, Jan. 20.

• Open Gate Ministries of Dinuba, which has provided emergency food, shelter, clothing, job training, financial aid, spiritual encouragement and counseling to the needy of Tulare County since 1974, will hold its annual Soup, Salad and Pie Lunch on Wednesday, Feb. 6 from 11 a.m. to 1 p.m. at Palm United Methodist Church. The church is located on the corner of Tulare and P streets in downtown Dinuba.

council was city of Dinuba Business Manager George Avila. According to Avila, when it comes to non-organic recyclables, the city had managed to secure compliance from about 68 percent of commercial businesses and 41 percent from multi-family units. “With respect to organics recycling we have some customers who are already enrolled,” said Avila. “However, in order to gain compliance from businesses (with new requirements) the city will need to work with Pena’s Disposal to survey the businesses and provide them information on what they need to do in order to comply with the new state mandate.”
With the new city ordinance, which is the first one on the books this year (Ordinance No. 2019-01), the matter of recycling organic waste, and requiring commercial businesses that fall under the threshold to arrange recycling services thereof, will become part of the city’s municipal code. Along with requiring all food waste to now go in the green waste can for residents, the new ordinance will also require commercial businesses, such as restaurants, to have a separate organic waste recycling container.
In order to facilitate the new mandate for recycling organic waste, Pena’s Disposal will be adding a new organic waste recycling infrastructure at its Cutler plant. On hand at the city council meeting was Art Pena of Pena’s Disposal.
“We’ve worked quite a few hours over the past year-and-a-half (with city staff) trying to come up with solutions to the state mandates,” said Pena.
Pena said that the new mandate makes it harder for businesses to be complaint.
“There’s a certain ick-factor factor to it,” said Pena. “You’re putting food out for collection and it’s kind of messy. And so there’s been a lot of push back, not just in Dinuba, but across the state. It’s harder
to do without a city ordinance.”
Pena explained that part of the challenge of being compliant with the new mandates is informing business owners as to what
can and cannot be recycled.
“There’s going to need to be a lot of
education that takes place,” said Pena. Pena further explained that the additional infrastructure for organic recycling could cost as much as $5 million. The company, he said, has already secured permits and entitlements for the expansion project and is currently seeking grant funding and long term loans to finance it. He added that an extended contract with the city would go a long way in securing the

In an unexpected motion by new Dinuba city council member, and recently appointed Vice Mayor, Armando Longoria, the councilman asked at the beginning of the meeting that the council revisit an agenda item that would have appointed Maria McElroy as the Dinuba representative for the Tulare County Association of Governments.
The board, TCAG, oversees tax money collected through Measure R to improve housing and transit needs in the county. The Dinuba seat was last occupied by Dan

Also chiming in on the matter was Dinuba City Mayor Kuldip Thusu, who stated, “We also need to address the issue of other people expressing interest.”
“Are they here tonight?” asked councilwoman Reynosa.
“They are not here tonight,” Thusu replied.
McElroy was in attendance and is a regular at Dinuba City Council meetings.
Thusu added that his concern was a matter of due process.
“We have to have a bigger picture of how we are going to conduct business going forward, and how committees are going to be formed,” said the new mayor. “My recommendation would be to table it one meeting to give other people a chance. And if there’s nobody else, then I’m fine with it.”
Contrary to his recommendation, Reynosa motioned to approve the appointment at the recommendation of city staff. But that motion died 3-1, as Thusu, Longoria and councilman Joey Morales all voted against it. Councilwoman Linda Launer was absent.
The motion to table the appointment to the next meeting then passed 3-1, with Reynosa voting against it.
This was only the second motion by newly seated councilman Longoria. His first motion came only minutes after being sworn in at the previous council meeting in December. When nominations were requested from the council for the next city mayor and vice mayor at that meeting, Longoria nominated himself for city mayor.
Though that motion died on the floor 4-1, with Thusu later selected for the role in a 3-2 vote, Longoria received the consolation of being named vice mayor.

encouraging us to do all we can to try to get more complaint,” he said. “In fact, this ordinance is one of the things they suggested we do.”
Council member Maribel Reynosa asked Avila if there is a certain percentage the state is looking for when it comes to recycling.
Avila answered, somewhat jokingly, “Well they want 100 percent.”
He went on to explain, however, that the state has never really given a target number for how much they want.
