Notice of Public Hearing for Discussion of the
2022 State Community Development Block Grant Program and Potential Applications for Funding
NOTICE IS HEREBY GIVEN that the City of Dinuba will conduct a public hearing on June 14, 2022 at 6:30 pm at City Council Chambers at 405 East El Monte Way, Dinuba, CA in order to discuss possible applications for funding under the 2022 (July 1 to June 30) State Community Development Block Grant (CDBG) Program and to solicit citizen input on possible activities to be included in the application and general program review.
The Community Development and Economic Development Allocations of the State CDBG program will be published in a “Notice of Funding Availability” (NOFA) each program year. The state expects to have about $30 million available for the upcoming 2022 NOFA. Eligible cities and counties may submit applications for CDBG funds under the NOFA for a maximum per application request up to $1.5 million, in three maximum activities. The NOFA also includes the Native American and Colonia’s Allocations. The Native American Allocation is only for areas with high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria. The Colonia’s funding is only for designated communities within 150 miles of the Mexican American border.
ELIGIBLE ACTIVITIES UNDER THE ABOVE ALLOCATIONS IN THE NOFA CONSIST OF: HOMEOWNERSHIP ASSISTANCE AND HOUSING REHABILITATION PROGRAMS; PUBLIC SERVICE PROGRAMS, PLANNING STUDIES, ECONOMIC DEVELOPMENT BUSINESS ASSISTANCE AND MICROENTERPRISE ACTIVITIES. ELIGIBLE ACTIVITIES PAID FOR WITH STATE CDBG FUNDS MUST MEET ONE OF THE THREE NATIONAL OBJECTIVES LISTED IN CDBG FEDERAL STATUTES AS FOLLOWS: BENEFIT TO LOW INCOME HOUSEHOLDS OR PERSONS; ELIMINATION OF SLUMS AND BLIGHT; OR MEETING URGENT COMMUNITY DEVELOPMENT NEED. NOTE: OVER THE COUNTER (OTC) PROJECTS FOR PUBLIC FACILTIIES AND PUBLIC IMPROVEMENTS ARE NOT ELIGIBLE UNDER THIS NOFA.
The City of Dinuba anticipates submitting an application(s) under this NOFA. The City does not expect to expend any Program Income dollars on this activity.

The purpose of this public hearing is to give citizens an opportunity to make their comments known regarding what types of eligible activities the City of Dinuba should apply for under the State CDBG program and discuss the overall CDBG Program.

KINGS CANYON UNIFIED SCHOOL DISTRCT NOTICE TO BIDDERS
The Board of Trustees of the Kings Canyon Unified School District of Fresno County, California invites qualified dealers and will receive sealed proposals for Bid No. 2125 Electric Utility Carts on or before 2:00 p.m. on June 21, 2022 at the Educational Support Center, 1801 10th Street, Reedley, California 93654, after which time and place the bids will be opened and read in public. Proposals must be submitted in a sealed envelope, marked with the bid number and title. The selected dealer will be responsible for meeting or exceeding all cart specifications listed in this Request for Proposal (RFP).
Bidders may not withdraw bids for a period of sixty (60) days after the date set for opening of bids.
Bids shall be made on forms prepared by the Kings Canyon Unified School District. Bid forms, specifications and further information may be obtained from our website at www.kcusd.com. Select Departments, Purchasing & Warehouse, and follow the link for Bid Opportunities.

Kings Canyon Unified School District Development Fee Justification Study and Proposed Increase in Level One Development Fees
PLEASE TAKE NOTICE that the Governing Board of the Kings Canyon Unified School District, at its regular meeting to be held at 7:00 p.m. on June 14, 2022, at the District Educational Support Center Board Room, 1801 10th Street, Reedley, California, will conduct a public hearing on its Development Fee Justification Study and a proposed increase in the Level One development fees.
FUTHER TAKE NOTICE that following this public hearing, the Board will consider resolutions to adopt the Development Fee Justification Study and increase the Level One development fees to the state statutory maximums of $4.79 per square foot for residential development and $0.78 per square foot for commercial and industrial development. (The fees currently charged by the District are $4.08 per square foot for residential development and $0.66 per square foot for commercial and industrial development.) If approved by the Board on June 14, 2022, the new fees would become effective on August 15, 2022. The development fees will be used for the purpose of funding the construction or reconstruction of school facilities.
The Development Fee Justification Study with the data supporting the increase of the fees will be available for review no later than June 3, 2022.
