More money has reportedly been paid in lawsuit settlements revolving around a former Monson-Sultana Joint Union School District teacher.
An additional $2.8 million settlement was made toward four former students, a press release said. The district had previously paid out $4 million toward a student who was allegedly abused by the teacher, David Blancas.
Blancas plead guilty to sexual abuse crimes in January 2013. The Monson-Sultana Joint Union School District and Tulare County Board of
Education were alleged to have “failed to properly supervise and train its faculty and staff as mandatory reporters to report suspected or actual occurrences of child abuse, as required by the Child Abuse and Neglect Reporting act."
The plaintiffs’ attorney, Brian Kabateck, founder of the Los Angeles law firm Kabateck Brown Kellner, said in a press release, “These lawsuits are about holding the school district and its administrators accountable for turning a blind eye to the egregious acts of a predator who preyed on children for decades. We hope the district will become
more vigilant in protecting the safety and well-being of its students and that other school districts might learn from this outcome."
The plaintiffs alleged that Blancas secretly took inappropriate pictures of them as they slept during overnight trips. An investigation revealed child pornography on the suspect’s computer hard drive. The plaintiffs sued for emotional distress.
“These settlements provide our clients with a sense of closure and the ability to move forward with their lives and put this traumatic experience behind them,” said Kabateck.

• A person was reported for hiding in the bushes in the 1300 block of East El Monte Way at 8:40 a.m.
• ID cards were reportedly stolen in the 200 block of South L Street at 10:20 a.m.
• A building was vandalized in the 400 block of West El Monte Way at 2:15 p.m.
• A license plate was stolen in the 600 block of East Northridge Drive at 8:40 p.m.
Monday, June 4
• A person was reported for hitting vehicles with a bat in the Wal-Mart parking lot at 10:20 a.m.

Rodriguez recognized Manns by name, telling his story to an audience that filled the home bleachers and then some at Claud Hebert Field at Dinuba High School.
She said, “I witnessed Hubert’s dedication and perseverance in pursuing his diploma firsthand. He is one of the most consistent students we see in our math classes every week and he says he owes it to the patience of his teacher, Mrs. Vargas.
“Thank you for showing us what perseverance and determination look like. I am certain that your children and grandchildren are
just as proud of you as we are.” Many of his peers would have graduated in the late 1970s. When asked if he ever thought he would be a part of the class of 2018, Manns said, “Not really. But, hey, after 40 years, anything could
happen.”
Although some of his children
and grandchildren live across the country, he was greeted by a contingent of family all brightly lit with smiles to see Manns achieve his diploma and be recognized.
Companion Donna Springs said, “We tell the children, and my grandchildren, you’re never too old to accomplish your dreams. All you’ve got to do is dream. I’m just so proud of him.”
However, Manns is not putting his education to rest after this accomplishment. Manns intends to next enroll at Reedley College.
Manns has suffered through a history of ear infections, which has damaged his hearing. There are fears that he will someday lose his hearing further, but his education at Reedley College could remedy that. The first class he plans on picking is for sign language.
“I’m losing my hearing and they want me to take a foreign language, and that’s a foreign language to me,” Manns said. “I’m losing my hearing anyway, so why not learn how to talk with my hands, that way I can still communicate.”

Monday, May 28
• A resident reported to Dinuba Police that their mail was not being delivered in the 1100 block of Umbrella Avenue due to a neighbor’s dog. The report was made at 8:10 a.m.
• A local area hospital reported an assault in the 100 block of North Eaton Avenue at 1 p.m.
• A person was reported for throwing items at vehicles in the area of El Monte Way and Randle Avenue at 5:50 p.m.
• Three people were reported for breaking into the Dinuba High School pool at 7:30 p.m.
• Fireworks were reported in the 1500 block of Houston Street at 10:20 p.m.
Tuesday, May 29

Evaristo Treviño, a resident of Orosi, died June 1, 2018. He was 94.
He was a farm laborer.
Celebration of Mass is being held June 7 at 10 a.m. at St. Catherine of Siena Catholic Church. Burial will take place at Smith Mountain Cemetery.
Surviving family members include five sons and five daughters, 28 grandchildren, 43 great grandchildren. and three great great grandchildren.
Dopkins Funeral Chapel is handling the arrangements.
Paul Thomas Hernandez
Paul Thomas Hernandez, a resident of Dinuba, died May 26, 2018. He was 96.
He was a wholesale business owner.
A celebration of life will be held June 12 at 10:30 a.m. at Calvario Community Church in Dinuba.
Surviving family members include two daughters, seven grandchildren and 19 great grandchildren.
Farewell Reedley Arrangement Center is handling the arrangements.

• A suspect was attempting to break into a homeowner’s front door at 4 a.m. in the 1700 block of East Lauren Avenue.
• A child was reportedly hit by a vehicle in the 1100 block of Hayes Avenue. No injuries were reported.
• A person was reported for going door to door and asking for cigarettes in the area of Village and Davis drives at 10:45 a.m.
• A bike was stolen in the 100 block of West Merced Street at 4:25 p.m.
• A home was burglarized in the 400 block of Grace Lane at 6 p.m.
• Possible gunshots were reported in the 1300 block of South Greene Street at 11 p.m.
Thursday, May 31
• Lawn ornaments were stolen in the 500 block of North Crawford Avenue at 4:30 p.m.
• A television was stolen in the 500 block of North Bates Avenue at 6:15 p.m.
• A home was vandalized in the 1100 block of East Millard Way at 11:45 p.m.

• An injury accident was reported in the area of Alta Avenue and Sequoia Drive at 3 p.m.

• A “loud explosion” was reported in the area of Palm Drive at 6:55 a.m.

Man killed by off-duty Orange Cove police of cer near Dinuba
Sentinel staff report
A fatal altercation between an off-duty Orange Cove police officer and a Reedley man occurred on the outskirts of Dinuba on May 31.
According to a report from the Fresno County Sheriff’s Office, a man identified as Ricardo Cisneros Piceno, 39, of Reedley, allegedly “initiated an argument with the officer” in
the area of South Monson and East Floral avenues in Dinuba. The officer reportedly identified himself and got out of his car. According to the FCSO report, “The situation escalated and the officer fired several rounds from his handgun at Piceno’s car.”
Piceno was transported to a local hospital where he later died from the gunshot wounds.
Piceno was reportedly
“driving erratically” prior to the incident and shortly beforehand allegedly “wanted to fight multiple people and appeared to be under the influence of a substance,” and had reportedly been involved in another road rage incident nearby.
The Fresno County Sheriff’s Department is investigating the incident and will interview the Orange Cove Police officer.
