There's a lot of building activity in Sanger this summer. Here's a partial list, courtesy of Tom Navarro, community develop- ment director.
Initiative Foods has decided not to rebuild in its former location and is moving forward with developing its new site on Industrial Way.
Sanger students earn
degrees from Western
Governors University

Denise Russo and Wendy Sherman have earned degrees from Western Governors University, an online nonprofit university.
A commencement ceremony was held earlier this year to celebrate the recent graduation of more than 15,000 students from across the country.
Russo received an MBA in Healthcare Management and Sherman received a Bachelor of Science in Nurs- ing degree.
WGU has recognized 8,938 undergraduate and 6,734 graduate degree recipients, who have completed their degrees since January 1, 2018. Their areas of study include business, K-12 education, information technol- ogy, and health professions, including nursing. The av- erage time to graduation for those earning a bachelor’s degree was 2 years, 4 months, while the average time to degree for graduate programs was 1 year, 7 months. The average age for those who graduated is 38 years old.
WGU pioneered competency-based education, which measures learning rather than time spent in class. Designed to meet the needs of working adults, students study and learn on their own schedules with individu- alized, one-to-one faculty support. They complete courses as soon as they demonstrate that they have mastered the subject matter, enabling them to move quickly through material they already know and spend more time on what they still need to learn. As a result, many WGU students are able to accelerate their stud- ies, saving both time and money.

or maintaining equipment to only those employees hired under Measure S. As is noted in respondent's response to Finding 1, equipment/sup- plies/capital purchases out of Measure S funds are for the benefit of all public safety personnel, not solely for those positions funded out of Measure S.
The Measure S Ordinance itself provides the City Coun- cil with authority to amend the expenditure plan: " ... The Public Safety Expenditure Plan may be amended from time to time by a majority vote of the City Council, so long as the funds are utilized for these public safety ser- vices ... "
It is clear that salaries may be paid with Measure S monies, so long as they were utilized for public safety ser- vices. On March 2nd, 2017, the City Council reviewed such action and duly autho- rized the use of Measure S funds by a majority vote for across-the-board salaries for public safety services.
Secondly, the supposi-
tion that Measure S funds were never intended for across-the-board raises also disregards the City Council's authority provided under the Ordinance to amend expen- ditures from time to time. Specifically, and by example, the establishment of the expenditures for Gang/Drug prevention services was ap- proved by the City Council on July 19th, 2012. Resolution No. 4361 created a gang/drug prevention program and authorized such expenditures to be made through Measure S funding. The resolution was passed by a majority of the City Council, including one member who is on the

Underground construction work continues. Completion of work is esti- mated to be in August.
The Planning Commission approved a 1-year extension of time for Tract 5826 at their July 12, 2018 meeting. The project is a 143 lot single family subdivision. Construction will require approval of a new Conditional Use Permit by the Planning Commission and a Final Map by the City Council. These applications have not yet been submitted.
Site Plan Review No. 2017-04 has been approved. Construction plans are in the Plan Check process with the City Engineer and Interwest (the city’s contract plan check service).

The Planning Commission opened a public hearing for review of the church on July 12. As recommended by staff, the Planning Commission continued the public hearing to July 26 to allow for review of conditions of approval. The Planning Commission will take action at its July 26 meeting.

Response 6: This recommen- dation will not be implement- ed because it is unwarranted or unreasonable. See City's response to Recommendation 2. Matters to be voted on by the City Council are already being reviewed by the CoC beforehand as a matter of practice per Ordinance No. 2017-02. The CoC members are able to comment at City Council meetings, and do
so on a regular basis. This recommendation will be transmitted to the CoC which may on its own officially designate one of its members to attend all City Council meetings.
Recommendation 7: All legal opinions by legal counsel regarding the use of Measure S funds should be provided in writing. (F6)

Recommendation 8: A complete review of the City of Sanger's archival system should be completed by the end of 2018. (F7)

is appropriate on a regular basis. Staff will be analyz- ing the cost of a review of the City's archiving system, and will make appropriate recommendations to the City Council at its mid-year bud- get process. The timing of such review would be subject to available funding and it [sic] approval.
