es for underserved students, such as students from low socioeconomic backgrounds, and foster and homeless chil- dren.
Some of the programs be- ing funded with these mon- ies are summer school and afterschool programs, state preschool programs, and the school district’s Chronic Absentee Recovery Effort (CARE) aimed at reducing ab- sences. These funds are also used for the school district’s transition team that helps stu- dents transition from middle school to high school and from high school to college.
KCUSD’s 2018-19 budget also includes about $20.5 mil- lion in reserves, slightly higher than last year’s $19.9 million. Over the past seven years, the school district has maintained a reserve fund that is nearly double that of the governing board’s 10 percent mandate. This year, the reserves stand at about 16.5 percent.
“This has made us finan- cially stable and given us an economic outlook that is opti- mistic,” Quinto said.
Monies in the 2018-19 bud- get continue to be directed to- ward two major construction projects — the expansion of Reedley Middle College High School and Reedley High School site improvements.
Additionally, about $3.5 million — or 3 percent of the budget — is set aside for de- ferred maintenance used for the upkeep of schools. Quinto

Staff Report
Reedley police responded to an incident where a person allegedly tried to pay for an inflatable water slide with a counterfeit check.
Police Sgt. Bryan Pelayo said the report came from a residence in the 1700 block of North Klein Avenue on July 13. A woman who owned the water slide said she received a bad check for more than $3,600. The woman reportedly did not attempt to cash the check.
No arrests had been made as of July 17, Pelayo said.
The department’s weekly summary also reported on a call about a person looking through windows in the back-

The Reedley High Aquatics Complex was one of the major con- struction projects built from $32 million coming from Measure K bond money.
said this includes “big ticket items” such as asphalt, roof repair, and modernization of classrooms. Quinto said this is not a state mandate, but part of the core values and guid- ing principles adopted by the governing board and superin- tendent to improve the school district’s facilities.
“It’s one thing to have fa- cilities as a core value, but another to fund it,” Quinto said.
The school district is also reaching the end of its 2012 voter-approved Measure K bond money that totaled $40 million. So far, $32 million in projects have been completed including the Reedley High Aquatics Complex, the Or- ange Cove High School foot- ball stadium, and a variety of renovations to school sites.
Lois Parento, chairperson
for the Measure K Citizen’s Oversight Committee, report- ed in June that all heating, ventilation and air condition- ing units older than 15 years have been replaced. In addi- tion, she said several student drop-off locations at school sites have been reconfigured for safety, and there have been a number of schools re- painted.
Parento said the bond money has about one more year until it is depleted. The last of the Measure K money will be used for the Orange Cove High School sports com- plex and improvements to the administration building and classrooms at Jefferson El- ementary School.
