In all, the total city budget
for 2018-19 is $52,753,170, down from $53,613,165 in 2017-18. The 2018-19 budget will carry a deficit of $23,000 while projecting $3.1 million in general fund reserves. The city currently owes $88 million in overall debt, covered through various funds.
• Members of the Leadership Northern Tulare County Class of 2018 thanked the council and city for their support and to provide results on the Cinco de Mayo Festival that the class coordinates.
This year the class sold out all of their pre-sale tickets - a first in years. Before payment to the Dinuba Police Department, the class reported a net income of $63,889.
The class has selected to award their $2,500 gift to the Dinuba Vietnam Memorial Wall.

After a work session in May, council members requested that the cuts not include funds for community grants, sponsorships and funds to continue the city’s annual fireworks show.
Due to recent rate changes to sewer and water, both funds are expected to be out of the red in 2018-19. The golf course fund has also grown due to increased use of the restaurant and event center at Ridge Creek Dinuba Golf Club, where a surplus will be used to create an upcoming

annual revenue by $1.5 million. An additional $593,242 was reclaimed by the State board of Equalization in 2016.
The city moved 11 employee positions that were paid by Measure F funds into the general fund. To absorb the loss, the city was able to receive additional funds from Best Buy through the two parties’ online sales tax agreement, that the city would repay beginning in 2020.
Proposed state amendment SCA-20 is also looming, threatening Dinuba’s annual $4.5 million in online sales tax revenue - largely stemming from the Best Buy online fulfillment center in city limits.
Despite the cuts, the city is also looking toward an additional 400 new homes in town, anticipated success in retail recruitment and downtown improvements. The biggest offset to the city’s unanticipated financial struggles could come through the sale of the Dinuba Vocational Center. A negotiation for sale on the property has been listed in the council’s closed session agenda items in recent months. The council will have a say on where those funds are redistributed.
