CJEX Hamburg
“the enemy of a good plan is the dream of a perfect plan” (Carl von Clausewitz)
FOR TWENTY LUCKY INDIVIDUALS, the opportunity to participate in the Combined Joint European Exercise (CJEX) in Hamburg was a course highlight. Alongside our fellows from the national staff colleges in Rome and Madrid, plus a sole participant from the Hungarian Army, the 10-day exercise allowed us to interact with different nations and embrace the full range of knowledge, experience and culture shared by the directing staff and other students. Our short but pleasant stay at the Führungsakademie was memorable for a number of reasons.
Professionally, it was an excellent opportunity
to work alongside our German Bundeswehr counterparts. Whilst those of us from the Defence Academy brought a wealth of experience in the UK’s Operational Level Planning Process, our hosts had an abundance of experience of NATO’s Comprehensive Operational Planning Directive. These were fused with techniques from the Department for International Development’s Building Stability Overseas Strategy. Whilst each of these tools exist to help solve complex problems, each has its own strengths, weaknesses and nuance, so it was valuable to explore those differences and identify any overlaps and divisions.
