Norms and standards backlogs
The table below indicates the cost distribution of norms and standards backlogs per district. In terms of the data, there are suf cient classrooms within the Province and the concentration of these are in urban centres and major townships (East London, King Williams Town, Mdantsane, Zwelitsha etc.) However, due to inward migration from rural areas and the phenomenon of commuting out of
townships, there is demand for additional classrooms in urban centres thus creating overcrowding. Whilst it also exhibits an inadequate provision of grade-R classrooms. It should be noted in terms of sanitation, that the majority of these are inappropriate and thus fall under the ASIDI and Sanitation Appropriate for Education (SAFE) initiatives.

Balance of schools with service backlogs from the original baseline. Some of these schools are under planning i.e. 1 598 pit-latrines as part of the Sanitation Appropriate for Education.
In the unique context of the Province, the elimination of service backlogs (3-years backlogs) must be considered within the framework of the rationalisation programme as it is costly to eliminate the backlog and then close the schools. Thus, some interventions must be temporary by nature in view of the new Circuit School Landscape Plan (CSLP). This point is made more poignant by the reduction of the 442 schools on the original Inappropriate Material baseline to 298, an issue which clearly indicates that there is a lot of movement within the learner population in the Province.
