Accelerated Schools’ Infrastructure Delivery Initiative (ASIDI)
The national Department of Basic Education (DBE) has embarked on a Accelerated Schools’ Infrastructure Delivery Initiative (ASIDI) to assist provincial Departments in addressing issues at schools without any access to basic services (water, sanitation and electricity) and schools comprising entirely of inappropriate structures (mostly mud structures in the case of the Eastern Cape). The infrastructure being planned and delivered by the ECDoE is carefully co-
ordinated with the ASIDI programme to ensure that the two programmes complement each other and promote both cost effectiveness, and prioritisation of needs. Alignment of the planning between the ASIDI and DoE programme as part of the School Rationalisation and Realignment Steering Committee (SRRASCOM) discussions is critical. Declining enrolment numbers and unof cial closure of schools pose a challenge to the programme.

318 schools closed and merged to form 51 cluster schools.
Of the 318 schools, 232 had already been identi ed under the rationalisation masterplan for closure (received
Section 33 notices), however, the transition is dependent on completion of new receiving schools (provisionally targeted for completion in 2020).
Basic services backlogs (water, sanitation, electricity)
The programme has 457 projects in different stages of implementation (126 - planning and design; 156 - in construction; 265 - completion and handover throughout the Province.
