implementation and monitoring of our infrastructure projects. The Education Facilities Management System (EFMS), a web-based property register and programme management system, designed by the Department, is used as a complementary system to the IDMS and is used as the common data source for all infrastructure programme reporting. It contains the property data of all the school infrastructure in the Eastern Cape to provide a complete Property Register and maintenance tool to manage the ECDoE’s immovable assets.
In terms of the Provincial Infrastructure Delivery Framework (PIDF), the ECDoE uses other Organs of State as Implementing Agents (IAs) to oversee the implementation of the funded infrastructure programme / projects on our behalf. The Department’s relationship with IA’s is improving, however, there are ongoing challenges relating primarily to capacity constraints on the part of IA’s and the construction industry, which in the province is heavily reliant on education projects. The Department continues to monitor the performance of IA’s to ensure that projects are delivered on time and within budget and acceptable quality.
In our quest to optimise resources and improve ef ciencies we are also focusing on the ongoing schools’ rationalisation and realignment programme. Through this programme small and unsustainable schools will be closed, amalgamated, or merged to allow for better focus and delivery of limited resources. It is envisaged that, through this process, the number of schools in the province will be reduced by 33% until the end of rationalisation. The Department is committed to ensuring that all interested and affected stakeholders are supportive of this process through ongoing engagement and consultation.

Our communities and stakeholders are key partners in our success, and we encourage businesses, civil society, and communities to get their hands dirty and support us in providing a better future for our children. We will continue to engage all our stakeholders to ensure that resources are planned and delivered in the best interest of our schools. As public servants, we will continue to serve the citizens of the Eastern Cape with pride, ef ciency, accountability and responsibility.
