The infrastructure delivery arm of the Eastern Cape Department of Education operated on a budget of R1,68 billon in the 2017/18 FY to provide and maintain infrastructure facilities for schools and non-schools, as required by law.
The infrastructure programme is delivered in line with the provincial Infrastructure Delivery Framework (PIDF) and seven Implementing Agents (IA’s) were contracted to pursue delivery of the programme.
Infrastructure provision, by it’s very nature, is premised on the utilisation of human resources and as such is labour intensive. This provides numerous opportunities for successful implementation of the Expanded Public Works Programme (EPWP) to create work opportunities for the unemployed.
In terms of the Eastern Cape Department of Education’s infrastructure program, each IA is expected to, not only source personnel from the project catchment areas, but to do so in alignment with EPWP principles, stating:
“Where technically and practically feasible manage and apply the principles of the Expanded Public Works Programme (EPWP) by creating employment opportunities for the local community when implementing the Programme, including the development of learners under the learnership programme where applicable.”
“The Agent agrees that it shall ensure that opportunities are created for the employment and training of unskilled and unemployed members of communities in the area where a Project is situated in terms of the principles of the EPWP.”
Performance monitoring and evaluation
All IA’s are monitored throughout the Infrastructure Delivery Management System (IDMS) value chain and reporting is done monthly through internal structures. Of cial EPWP reporting happens through the Department of Public Works (DPW) utilising the national reporting system on employment opportunities created during any prescribed period.
The department has encountered challenges in monitoring IA’s optimally. Some of these challenges relate to, for example, blurred lines in cases where the DoE employs both the DPW and an IA. In this instance the DPW tended to report achievements as theirs thereby disadvantaging the DoE from the bene ts of the Incentive Grant emanating from achievements registered. This challenge has been addressed with the employment of two additional resources within the infrastructure programme to focus on maximising planning, monitoring and reporting of EPWP priorities.
A process has also commenced to grant contractors direct access to the Education Facilities Management System (EFMS) to report in real time on the jobs created to ensure accessibility for data veri cation and direct reporting to DPW.
