• Through the ASIDI Programme,
we will ensure that 138 additional schools are built, completed and handed over for use by 2024. In
this year, 51 Schools are under construction and will come into stream in the MTEF with 22 planned for launch in this nancial year alone. • A commitment is made to improve and build new infrastructure to cater for learners with special needs and expand the curriculum to cater for such learners.
Our key priority as the Eastern Cape Department of Education is to provide over 1.8 million learners at 5 525 schools across the province with opportunities to become productive and responsible citizens through quality basic education.

We are committed to implementing appropriate and relevant education programmes through quality teaching and learning. Our communities and stakeholders are key partners in our success, and we encourage businesses, civil society and communities to get their hands dirty in supporting us to provide a better future for our children.
• Education outcomes have improved due to our sustained attention in this area.
The infrastructure budget for 2019/20 was R1.585 billion which was deployed to fund short-term and multi- year projects. This is but a drop in the ocean if the infrastructure backlogs, estimated at 73 billion (at present day values), is considered.
• To enhance the progressive outcomes of the Education System Transformation Plan, the footprint of boarding schools in rural areas will be improved to leverage underutilised infrastructure in unviable schools.
• We will be prudent in how we allocate and use scarce resources by continuing to rationalise dysfunctional schools so that assets can be used optimally.
Despite the challenges, we are forging ahead and in this nancial year over 287 projects were completed with a combined value of R404 million. Replacing schools with inappropriate structures continues unabated through both the DoE programme and ASIDI initiatives and so is the provision of basic services (water; electricity and

Mission
• In the education sector, investment will go to new schools, replacement of schools constructed with inappropriate materials, and providing basic services - water, electricity and sanitation.
• Over the next three years R210 billion will be pumped into the Infrastructure Fund. R200 billion by the Development Bank of Southern Africa and R10 billion by Government.
To achieve the vision, we will implement appropriate and relevant educational programmes through quality teaching and learning; mobilise community and stakeholder support through participation; and institutionalise a strong culture at all levels of the Department.

“Our challenges are not insurmountable and if we all have the right minds in place, we can overcome them. If we commit ourselves to the task of serving the people rst, we will defeat the interrelated and persistent challenges of poverty, unemployment and inequality. What we have outlined here today are not promises but obligations each one of us in the public service have made to our people”.

Doing more with what we have
As a province we are aware of the signi cant schools’ infrastructure backlogs and we therefore believe that more innovative strategies need to be explored so that we can do more with the limited resources we have. Some of these strategies include the prioritisation of hostels to support a quality learning environment; and employing new technologies for the provision of smart classrooms and sanitation. This view suggests that all of us need to accept that technology can be an enabler to address some of the challenges we have in relation to infrastructure.
Africa we want, is not the work of government alone. Every citizen including the business sector and education activists need to get involved in a productive manner. We need to strategise, synergise, collaborate, and partner to provide quality education through safe infrastructure that is conducive for teaching and learning.
Mr Fundile Gade MEC for Education Eastern Cape
Eastern Cape Department of Education started the year off on a high note as 63 198 learners who wrote the National Senior Certi cate exams in the academic year 2019 achieved a combined pass rate of 76,5%. We are indeed proud of this achievement and it is evident that sustained progress in all areas of our work is showing results.
I wish to reaf rm the commitment of my of ce to contribute to the successes and achievements of the sixth administration and I would like to call on the support of education of cials, learners, parents, the business sector, NGOs and society at large to support our efforts to grow the Eastern Cape and South Africa, together. I make this patriotic call guided by the rm view that Education is a societal issue and provision of quality education and safe infrastructure remains our obligation as mandated by our electorate.
The sixth administration has taken of ce and is committed to diligently continue the valuable work undertaken by the previous administration.
We are moving with speed in providing quality infrastructure to our learners with the available nancial resources at our disposal. We continue to view the provision of safe and quality school infrastructure as a human rights issue. Several of the Department’s achievements for the 2019/20 Financial Year are highlighted in this publication.
Transforming and improving education in this vast and beautiful Eastern Cape, is a multi- faceted and complex undertaking that requires systemic transformation at all levels and in all sectors. I would therefore like to stress that growing the Eastern Cape and indeed the South
