Municipalities engaged on recon guration of the EC Schools Landscape
A Circuit School Landscape Plan (CSLP) is a tool used to transform the school landscape at education circuit level from an “irrational” school landscape (distribution of schools; school types and levels), to a rational distribution (in terms of school population and distribution, local population and socioeconomic dynamics, educational requirements,  nancial and service delivery ef ciency and effectiveness). Spatially referenced analytical techniques and disaggregated demographic and enrolment projection analysis are used at circuit level to develop long-term integrated, sustainable comprehensive institutional landscape plans.
The CSLPs focus on:
• Reducing the number of small and unviable schools through re-alignment, mergers, incorporations and closures;
• Creating an ef cient and effective schooling landscape system at both primary and secondary schools;
• Achieving enrolment densi cation by increasing average enrolments to be closer to the national average of 504 learners in most of our schools and enable adequate resourcing of schools;
• Providing scholar transport and hostels based on reliable data sets and GIS information and demographic analysis.
The Department adopted a new Service Delivery Model (SDM) in 2017 which introduced twelve Education Districts in alignment with the eight District Municipalities. The Department is in the process of aligning the education landscape with the provincial Spatial Development Framework through development of Circuit School Landscape Plans.
As this development strategy requires close cooperation with key stakeholders, the Department embarked on an advocacy campaign during the month of November 2019 to engage with Municipalities on the recon guration and transformation of the education landscape in the Eastern Cape.
