There is no mistaking the financial savings for states and federal programs associated
with quality homecare services, and I am dedicated to ensuring that this type of patient
centered care remains available, viable and strong. I look forward to working with my
colleagues in Congress to improve quality, patient centered care and will consider any
proposal to do so.

I believe there are many instances where home care is the right option for a patient,
especially for our aging population or individuals with mobility issues. That is why I
recently signed on to H.R. 1825, the Home Health Care Planning act. This bill would
allow Medicare to cover home health services if ordered by a nurse practitioner, a
clinical nurse specialist, a midwife, or a physician assistant, rather than solely the
physician. I believe that healthcare decisions are best made between a medical
professional and their patient, and home healthcare is clearly the best option for some.

Mike Doyle (D) (Incumbent) (Unopposed)
Most people don’t know that Medicaid is the largest payer of long-term care in the
country. This fact – along with its support of births, young children, and the disabled
– is one of the leading reasons why I support protecting, not cutting Medicaid.
Likewise, I know that many seniors want to stay at home as long as possible. I believe
that Medicare and Medicaid should facilitate that at-home, independent or semi-
independent living.
Right now, Medicare covers some intermittent or part-time nursing care as well as
physical and occupational therapy. We should expand the scope of services available
and make sure that more seniors have access to receiving care at home.
