Sean Randolph
Mr. Pham has dedicated over 35 years to expanding educational,
business, and investment opportunities for new Americans. He has held
senior management roles in federal, state, and local governments,
including serving as Deputy Assistant Secretary of the Office of Bilingual
Education and Minority Languages Affairs under President Clinton. Mr.
Pham was instrumental in negotiating labor-management partnerships
and played a key role in the Clinton administration’s transition.
In 1999, he was appointed Executive Director of the San Francisco
Immigrant Rights Commission and contributed to President Clinton's
historic 2000 visit to Vietnam. He also worked on the preliminary
discussions for the US-Vietnam Bilateral Trade Agreement and served as
a Senior Outreach Partnership Specialist for Census 2010.
In 2014, Mr. Pham founded DP & Associates Consulting in San Jose,
specializing in business management and trade investment. He helped
launch the San Francisco Trade and Investment Promotion Project in Ho
Chi Minh City. Mr. Pham holds a master’s degree in executive public
administration from Golden Gate University.

Sean Randolph is Senior Director of the Bay Area Council Economic
Institute, a public-private partnership that fosters a competitive economy
in California and the San Francisco Bay Area. The Institute produces key
analyses on infrastructure, globalization, energy, science, and
governance, and unites regional leaders around targeted policy
initiatives. Previously, Dr. Randolph was President & CEO of the Bay Area
Economic Forum and directed international trade for the State of
California, developing trade strategies and programs to expand exports
and connect California businesses with overseas markets.
His career includes roles as Managing Director of RSR Pacific Group,
International Director General of the Pacific Basin Economic Council,
and extensive service in the U.S. Government, including the State
Department and the Department of Energy. Dr. Randolph holds a JD
from Georgetown, a Ph.D. from the Fletcher School of Law and
Diplomacy, and a B.S.F.S. from Georgetown’s School of Foreign Service.
He is a frequent speaker and writer on economic and policy issues.
