While 2023 saw
relief in staffing challenges, 2024 has not experienced similar improvements. With the potential of continued staffing challenges going forward, the use of volunteers may assist in reducing significant shortages although is not the sole solution to achieving 100% of normal staffing.

Although an improvement over 2022, staffing challenges have continued in 2024 with 66% of facilities unable to fully staff their operation. As a result, 19% of facilities have had to reduce or eliminate some operational services.
Are volunteers a solution to
staffing shortages?
Our survey data indicates some minor correlation between the use of volunteers and the ability to achieve full staffing. 63% of fully staffed facilities use volunteers whereas only 50% of under- staffed facilities are utilizing them.
Of the facilities with significant staffing shortages (less than 80% of full staffing level), only 30% utilize volunteers in any capacity.
Of note, there is a significant difference between the utilization of volunteers by facility type.
