Dearest Tony,
Many happy returns for your birthday. I am remembering all the good times we had in various parts of the world from Paris, to Accra, to Delhi, to Manila, to London, to Malawi where we just about managed to escape in the wake of the plume of ash from the unpronounceable Icelandic volcano. I still very much miss your leadership, your commitment and your friendship during all of our work on the Task Force of PFM. I hope you are well and your family too and wishing you all the very best on this special day.
