Jacuqes Buith HACT Global Coordinator and Lead Client Service Partner for the United Nations 01    Redefining HACT assessments with innovation We have challenged ourselves to redefine how we deliver and define the user experience for services such as Macro and Micro Assessments; utilising our suite of data analytics solutions, project management capabilities and communication tools to build cost effective, efficient and insightful solutions that also drive a single standard of consistency and quality across all regions and countries. UNICEF and implementing partners will benefit from investments such as our commitment to build a secure web- based submission and communication portal for document and questionnaire completion, utilising data analytics for elements such as price comparisons for similar services, commodities and suppliers across IPs that provide insights into procurement efficiencies, value for money and red-flag identification within UNICEF’s country portfolios. Through such analyses and dashboards and other innovative Deloitte tools, UNICEF country offices shall be able to achieve greater value from the HACT framework. Commitment to invest in UNICEF We will make investments that deliver a greater level of    insight into risks and increase maturity of UNICEF in-country, regional and implementing partner organizations by moving from 02 a detective/reactive to preventive approach, as well as embedding HACT principles, upskilling staff and building capacity. To achieve this we have identified areas to elevate and compliment the current HACT assessments, by making invests such as embedding tests to 03 assess partners’ policies and procedures in respect to fraud risk management and information security and assessing partners’ internal controls and procedures for detecting common risks such as procurement fraud, ghost employee fraud and conflicts 04 of interest into the micro assessment scope; hosting regional workshops for UNICEF staff on various topics such as fraud risk management, information security and privacy among others.      05       The benefits for UNICEF • Increased value for money through additional assessments on high risk areas, free of charge; • Robust analysis allowing informed spending decisions on capacity building interventions; • An unrelenting focus on developing the maturity of key areas such as controls and procurement across implementing partners; and • A partner that engages with with all implementing partners to embed HACT principles and understanding of these principles.     02 03 26
