Meeting called to order by Commission Chair Fjeldheim at 8:45 A.M. in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD. Present were Commissioners Hansen, Sutton, Fischbach and Kippley. Commis- sioner Kippley led the Pledge of Allegiance.

BID – BROWN COUNTY 14N RECONSTRUCTION PROJECT: Moved by Hansen, seconded by Kippley to approve and autho- rize the Chair sign Contract and Notice to Proceed (Reede Con- struction Inc) for Brown County 14N Reconstruction Project, in amount of $141,609.50. All members present voting aye. Motion carried.
NATIONAL SERVICE DAY PROCLAMATION: Commissioner Hansen offered the following Resolution: RESOLUTION #23- 18. BROWN COUNTY DAY OF RECOGNITION FOR NATION- AL SERVICE, APRIL 3, 2018. WHEREAS, service to others is a hallmark of the American charac- ter, and central to how we meet our challenges; and WHEREAS, the nation’s counties are in- creasingly turning to national service and volunteerism as a cost-effective strategy to meet county needs; and WHEREAS, participants in AmeriCorps and Senior Corps address the most pressing challenges facing our cities and nation, from educat- ing students for jobs of the 21st century and supporting veterans and military families to providing health services and helping com- munities recover from natural di- sasters; and WHEREAS, national service expands economic op- portunity by creating more sus- tainable, resilient communities and providing education, career skills, and leadership abilities for those who serve; and WHEREAS AmeriCorps and Senior Corps participants serve in more than 50,000 locations across the country, including 43 in Brown County, bolstering the civic, neighborhood, and faith-based organizations that are so vital to our county’s economic and social well-being; and WHEREAS, more than 300 national service participants of all ages and backgrounds serve in Brown County, providing vital support to county residents and improving the quality of life in our county; and WHEREAS, national service participants increase the impact of the organizations they serve, both through their direct service and by managing millions of ad- ditional volunteers; and WHERE- AS, national service represents a unique public-private partnership that invests in community solu- tions and leverages non-federal resources to strengthen com- munity impact and increase the return on taxpayer dollars; and WHEREAS, national service par- ticipants demonstrate commit- ment, dedication, and patriotism by making an intensive commit- ment to service, a commitment that remains with them in their future endeavors; and WHERE- AS, the Corporation for National and Community Service shares a priority with county executives nationwide to engage citizens, improve lives, and strengthen communities; and is joining with the National Association of Coun- ties and county executives across the country for the County Day of Recognition for National Service on April 3, 2018. THEREFORE, BE IT RESOLVED that I, Doug Fjeldheim, Chair of the Brown County Board of Commissioners, do hereby proclaim April 3, 2018, as National Service Recognition Day, and encourage residents to recognize the positive impact of national service in our county and thank those who serve; and to find ways to give back to their communities. BID – RLYC LODGE ROOF PROJECT: Time and place, as advertised to open, read and consider sealed bids for the Rich- mond Lake Youth Camp Lodge Roof Project. Moved by Kippley, seconded by Hansen to refer bid, submitted by Grote Roofing, Inc. (only bid received) to Kurt Smith for review and recommendation. All members present voting aye. Motion carried.
BID – CHEMICAL FOR WEED & PEST SPRAYING SEASON: Time and place, as advertised to open, read and consider sealed bids for furnishing chemical for the 2018 Weed and Pest De- partment spraying season. Bids were received from Van Diest Supply Company, Webster City, IA; ADAPCO, Sanford, FL; and the State of SD herbicides an- nual notice of awards. Moved by Kippley, seconded by Sutton to refer all bids to Chris Hemen, W&P Department Director for review and recommendation. All members present voting aye. Motion carried.
E-MAIL DISCUSSION: An issue of e-mails being blocked by our server was discussed by Attorney Chris Haar, Fair Manager Derek Ricci, Museum Director Sue Gates, Treasurer Sheila Enderson and Veterans Service Officer Aaron Walberg. Paul Sivertsen, CIO stated the problem has been ongoing and will be reviewed again, possible by an outside source.
DOE ANNUAL CONFERENCE: Gene Loeschke, Interim Di- rector of Equalization met for conference per SDCL 10-3-14,
discussing the 2018 County Con- solidated Boards of Equalization and the Agricultural Land Assess- ment Plan for 2019 and beyond.
EMPLOYEE DISCUSSION: Sheriff Mark Milbrandt and Dep- uty Tom Schmitt met to discuss deputy and investigator salaries comparing Brown County with like positions from other coun- ties. No action was taken at this time.
PAYROLL/BENEFITS AD- MINISTRATIVE ISSUES: Cliff Rhodes, Welfare/Payroll Director informed the Commission that the training on payroll/benefits to date has been very haphazard and limited. A meeting will be scheduled with Paul Sivertsen, Gary Vetter, Erin Doering and Cliff Rhodes to discuss the pay- roll work flow.
BRIDGE RE-INSPECTION: Commissioner Fischbach of- fered the following Resolution: RESOLUTION #24-18. BRIDGE REINSPECTION PROGRAM FOR USE WITH SDDOT RETAINER CONTRACTS. WHEREAS, Title 23, Section 151, United States Code and Title 23, Part 650, Subpart C, Code of Federal Regu- lations, requires initial inspection of all bridges and reinspection at intervals not to exceed two years with the exception of reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at inter- vals not to exceed four years. THEREFORE, Brown County is desirous of participating in the Bridge Inspection Program us- ing Bridge Replacement funds. Brown County requests SD- DOT to hire Clark Engineering Corporation for the inspection work. SDDOT will secure fed- eral approvals, make payments to the Consulting Engineer for inspection services rendered, and bill the county for 20% of the cost. Brown County will be responsible for the required 20% matching funds.

Roll call vote: Commissioner Hansen-abstain, Sutton-aye, Fischbach-aye, Kippley-aye, Fjeldheim-aye. Motion carried.
BID – COUNTY ROAD 13 AS- PHALT CONCRETE SURFACING PROJECT: Moved by Hansen, seconded by Kippley to authorize advertising public hearing to open, read and consider sealed bids for the County Road 13 As- phalt Concrete Surfacing Project, to be held in the Commissioner’s Chambers, Courthouse Annex, Brown County, SD at 8:50 a.m. on April 24, 2018. All members present voting aye. Motion carried.
HIGHWAY UPDATE: Dirk Rog- ers, Highway Superintendent distributed information on the 2018 Bridge Improvement Grant Funding process and 2017 for comparison; and further set May 11, 2018 as the tentative date for a County Surplus Sale.
EXECUTIVE SESSION: Moved by Sutton, seconded by Kippley to go into executive session to consult with attorney, per SDCL 1-25-2(3) and to discuss personnel, per SDCL 1-25-2(1) with Chris White and Gary Vet-
ter in attendance. All members present voting aye. Motion carried. The Chair declared the executive session closed, with no action taken as a result of the discussions.

BROWN COUNTY HWY 13 AS- PHALT CONCRETE SURFACING
BROWN COUNTY, SD
Sealed Bids will be received by the Brown County Commis- sion, Brown County Courthouse Annex, 25 Market St., Aberdeen, South Dakota until 8:50 AM local time on the 24th day of April, 2018 for the above referenced project. Bids shall be prepared and submitted in accordance with the Bidding Document. Brown County reserves the right to accept or reject any and/or all Bids as set forth in the Bidding Documents.
At or shortly after the time named above and within the meeting of the County Commis- sion, such Bids will be publicly opened and read aloud.
The Project includes asphalt concrete surfacing at two loca- tions, total length of approxi- mately 6.7 miles on Brown County Hwy. 13. The project consists of approximately 10,000 tons of asphalt paving.
Each bid shall be accompanied by a Bid Security as described in the Bidding Documents. The Successful Bidder will be re- quired to provide Payment and Performance Bonds as described in the Bidding Documents.

APRIL 2, 2018 - JOINT AB- ERDEEN CITY/BROWN COUNTY MEETING
The Brown County Commis- sion and the Aberdeen City Council met in joint session at 5:30 P.M. in the Aberdeen City Council Chambers, 123 S Lincoln Street, Aberdeen, SD. Present from City were Council Members Bunsness, Johnson, Lunzman, Remily, Ronayne, Rux, Slaight- Hansen and Mayor Levsen. Council member Olson was absent. Present from County were Commissioners Sutton, Fischbach and Kippley. Commis- sioners Hansen and Fjeldheim were absent. Mayor Levsen led the Pledge of Allegiance.
ORDINANCE #18-03-01 /474: On motion by Bunsness and seconded by Remily, the City unanimously adopted Ordinance #18-03-01 /474. Moved by Fischbach, seconded by Sutton to adopt Ordinance #18-03- 01/474, An Ordinance to amend Ordinance No. 1164 to rezone the following described property from its present zoning designa- tion of (A-1) Agricultural District to (M-AG) Mini-Agricultural Dis- trict: Lot 1, Stern Subdivision in the SW 1⁄4 of Sec 28-T123N- R64W of the 5th P.M., Brown County, South Dakota (2507 and 2521 S Melgaard Road).
