The Frederick Town Board
meeting was opened by Chair- man R. Scott Campbell Monday evening, January 8, 2018. He lead in the Pledge of Allegiance. Those attending included Board Members Troy Millard and Gary Schlosser, and Finance Of cer Diane Bruns.
The Minutes of December’s meeting were read and approved with one correction, omission of a sentence in Decembers ‘Other Old Business’. Motion made by GS/TM. Motion Carried.

OTHER OLD BUSINESS:
DENR recommendations from September have been met; Change on Appropriated number noted; another clean-up letter will be sent.
NEW BUSINESS:
A letter will be sent to area Townships, along with the Annu- al CC Financial Report, request- ing a donation for Community Center upkeep.
An annual Inspection Agree- ment from Dakota Pump & Control to inspect pumping equipment, was approved with a motion by SC/TM. Motion Carried.
Renewal of Environmental fees from DENR were noted.
Upcoming Board Member election is scheduled for 2nd Tues in April. No changes were made. Frederick will have a 3-year term and a 1-year term opening. Petitions will be avail- able for pick up at the Finance Office beginning January 26, 2018.
Discussion was held on the Employee Salary Resolution. An hourly raise was given to Rich Bakeberg, UT Mgr., from $11 to $13 an hour with Base + Vehicle Allowance staying the same.
The scheduling for the Com- munity Center was raised from $5/monthly to $25/monthly. The maintenance remains at $10.50.
An hourly wage for Mavis Cox, Librarian at Emma Burnham Library, was raised a quarter to $11/hourly.
At this time it was motioned the board go into Executive Ses- sion. Motion was made by SC/ TM. Motion Carried.
Coming out of Executive Ses- sion a motion was made to raise Diane Bruns, Finance Officer, wage $100 a month to $1400/ monthly and also to hire an As- sistant Finance Of cer at $850 a month. Motion made by TM/GS. Motion Carried.
All these raises passed, all others remain the same.
CORRESPONDENCE:
A brochure and registration for an EM101 Workshop came from Director of Brown County Emergency Management, Scott Meints.
SDML is hosting the ‘2018 Municipal Government Day at the Legislatures’ in Pierre is February 6-7.
An invitation to join Arts South Dakota was presented. No ac- tion.

The Groton City Council met on the above date at 7:00 p.m. at the Groton Community Center for a special meeting. The fol- lowing members present were: Blackmun, McGannon, Opp, Glover, Peterson, Babcock, and Mayor Hanlon presiding. Also present were: Finance Of cer Block and Attorney Johnson.
At 7:01 p.m. the Council ad- journed into executive session on a motion by Opp and seconded by Glover to discuss personnel matters under SDCL 1-25-2 (1).
All members present voted aye. Council reconvened at 8:32 p.m.

NEW BUSINESS:
The city is working on replac- ing street signs that are missing or that have been down.
Pump 1 at the lift station has been going turning off. So a discussion was held on the sewer project. It was voted on just to have the lift station done. Mike made the motion to approve the lift station project and Tim seconded the motion.
It was approved by all mem- bers of the board to raise the hourly rate to $20.00 for city maintenance or repair for board members. They were coming back while working and losing that income from their jobs.

Petitioners Rick and Carla Pahl of Claremont Township, Brown County, South Dakota, presented the following resolution and or- der and moved for its adoption:
Whereas, a petition having been received asking that Clare- mont Township vacate a roadway
described as Dinsmores 1st Addi- tion, Lots 1-6 on the NE and Lots 19-24 on the NW 1/4 Section 02-T125-R60W.
That the existing public right- of-way which includes the statu- tory right-of-way and any right- of-way acquired by deed(s) lying as follows:
Running north and south com- monly known as Dinsmore 1st Addition. Bordered by Lots 1-6 on the NE and Lots 19-24 on the NW 1/4 Section. Located in Sec- tion 02-T125-R60W, Township Claremont, Range 60, Brown County, South Dakota. That said public right of way being approximately 30 feet wide and 300 feet in length.
And further said Petition being in proper form and executed by more than the required number of electors of Claremont Town and further it having been de- termined that a vacation of said roadway will better serve the public convenience; and that further this Petition having come on at a special meeting of the board; and no one appearing in opposition thereto (or in the al- ternative objection being heard); and said Supervisors having considered said matter and being fully advised in the premises and considering it advisable to do so:
NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY ORDERED:

The Brown County Commission and the Aberdeen City Council met in joint session at 5:30 P.M. in the Aberdeen City Council Chambers, 123 S Lincoln Street, Aberdeen, SD. Present from City were Council Members Bunsness, Johnson, Lunzman, Olson, Remily, Ronayne, Rux, Slaight-Hansen and Mayor Levsen. Present from County were Commissioners Sutton, Fischbach and Chair Fjeldheim. Commis- sioners Hansen and Kippley were absent.
ORDINANCE #18-01-01 /473:
On motion by Rux and seconded by Slaight-Hansen, the City unanimously voted to approve First Reading of Ordinance #18- 01-01 /473.
Moved by Sutton, seconded by Fischbach to approve First Read- ing of Ordinance #18-01-01/473, An Ordinance to amend Section 48-127(5) of Chapter 48 – Subdivision, incorporating Chapter 46, Article II-Sidewalks of the City Code to require sidewalks on certain real estate where sidewalks do not exist upon the public right-of- way immediately adjacent to the real estate.
