 KEY ELEMENTS FOR A SUCCESSFUL PROGRAM
 1. Sub-national government as the forefront; through the issuance of a local regulation or a decree on slum, city/district planning, the development of Land Acquisition and Resettlement Action Plan and DED budget for city-scale program, and collaborate in various slum upgrading program as well as program sustainability.
2. High level of community participation; Community empowerment approach has been consistently applied since ICDD, that place the community as the main actor of the program.
3. Strong institutionalization; VCC is the main driver of the community, a forum for aspirations and a catalyst for social capital, while the Group for Utilization and Maintenance of Infrastructure is a community institution responsible to maintain the infrastructure. The Housing and Settlement Task Force is acting as the institution responsible to collaborate various slum upgrading programs.
4. Spatial and participatory planning; the implementation of spatial-based planning, the community develops the Settlement Neighborhood Upgrading Action Plan and it is consolidated with the Slum Improvement Action Plan at the city/district level developed by the Housing and Settlement Task Force. The implementation of one map policy encourages all stakeholders to work together in the same playing field.
5. Rigorous transparency and accountability; various accountability instruments are applied for our financial statement, accountability, MIS-based monitoring and evaluation, independent audit, government audit, and minimizing misused funds.
6. Encourage collaborative action; Collaboration has been cultivated since preparation up to program sustainability. It can be achieved due to high accountability and transparency that generates high level of trust among stakeholders and leads to their willingness to actively involved in the slum upgrading program.
7. Good program management; each and every element and procedure of the program has been regulated in our guidelines and SOPs that subsequently implemented in a structured and organized manner.
