PROJECT DEVELOPMENT AND SERVICES 7.3 Management of Sub-Consultants Project Governance Cushman & Wakefield PDS will put in a place a project governance process that will have a structured approach and a framework around the decision- making process that is logical, collaborative, robust and repeatable. By utilising systems that have been tried and tested on other projects both locally and regionally, C&W PDS is able to offer best in class systems and processes. In order to manage a project of this scale C&W PDS will put in a place a project governance process that will have a structured approach and a framework around the decision-making process that is logical, robust and repeatable. Having this process in place will ensure that there are accountabilities and responsibilities associated with all decisions. In order for the Governance process to work there must follow the following principles: • A single point of accountability • Project Ownership must be separate from the Stakeholder Group • Stakeholders are separate from Decision makers The framework that we will create for MEAG will clearly identity all stakeholders both locally and overseas and outline the various level of authority and accountability for approvals. PCG We will form a Project Control Group, PCG, that will be made up of the key local and overseas decision makers and stakeholders. This PCG will meet monthly and will include the key C&W heads to provide advice, mentoring and strategic client management support. A monthly PCG report will be issued capturing design and construction status, safety issues, client instructions to scope, risk register, financial summary and program status. Design Group We will also form a Design Group that would have members from the architectural and services teams. This group would initially meet weekly, and then as the design progressed the meetings would move to fortnightly. The Design Group will develop concept and detailed design documentation in collaboration with the Quantity Surveyor to ensure that the design and finishes are in line with the budget allowances. Furthermore, the concept and details design documentation will be issued to the client for review and signoff to ensure that the design is in keeping with client expectations. We would also seek comment from the C&W Leasing and FM teams to ensure that all parties are both aware and can provide comment on the proposed design. Construction Group The Design Group would evolve into a Construction Group with the inclusion of the Head Contractor. The Construction Group meeting, chaired by C&W PDS, will occur weekly and will cover all elements of the construction phase. And will include safety, road closures, procurement, trade by trade review, trade coordination, program and risk review. 30
