With each progression down the inverted pyramid of the competencies (to the right), the time required to develop a foundational understanding for each successive competency is approximately halved. Six months is usually allocated to create an introductory platform for ‘Identity’, three months for ‘Thinking and Questioning’, six weeks for ‘Managing Self’, three weeks for ‘Collaboration’, and then two weeks for ‘Connecting and Reflecting’ and one week for developing a ‘Language of Learning’. The reason for this time reduction is that each competence that is developed contributes to the competencies that follow.

Competency Timeframes
By working through the initial identity concepts the learner creates a sense of their self and an awareness of the talk that we have with ourselves. It is this talk that becomes the basis for thinking and learning. The order that the competencies are presented in is very particular, with each new competency having some its foundational concepts crafted within the preceding competency. This process creates an initial platform that is then built on over successive years at school.
The full implementation of the competencies takes place over the learner’s entire school experience. Each year the learner increases their complexity of understanding of each of the competencies as they are cognitively able to build an increasing depth of understanding.
It should be noted that not all the ‘Identity’ concepts need to be completed before starting to develop some of the ‘Thinking and Questioning’ concepts; what is important is that a baseline capability in the ‘Identity’ framework is established before starting to introduce the ‘Thinking and Questioning’ concepts. The same applies when ‘Thinking and Questioning’ is being established before beginning to implement ‘Managing Self.’
The process of embedding the competencies as a part of classroom culture usually takes about a year, and having them embedded fully is a lifetime journey. Learners will continue to develop depth in their understanding and application of the competencies as they mature and they can increasingly apply the underlying concepts of each of the competencies more deeply across each of the levels. The competencies are being continually enhanced throughout the learner’s schooling experience, and they will continue to develop through life.

The Identity competency is unpacked in more detail over the next few pages and the concept frameworks that underpin the overall notion of identity are also unpacked. The identity concept frameworks can then be broken down into a series of five developmental concepts that, once completed, provide the learner with the overall concept framework for building a sense of identity.
