North Dakota Striving Readers
Comprehensive Literacy Program FACT SHEET DESCRIPTION
The purpose of the Striving Readers
Comprehensive Literacy (SRCL) Grant is to to create a a a a a a a a a comprehensive literacy program to to advance literacy literacy skills—including pre-literacy skills skills reading and writing—for students from birth through grade 12 including including limited-English- pro cient students students and students students with disabilities FUNDING INFORMATION
ELIGIBLE APPLICANTS
Total Funding: $28 8M Expected # Awards: 10–15
Any district district Early Childhood Program (ECP) or district district partnering with ECPs proposing to service disadvantaged children are eligible to apply if they meet one or or more of the the following:
1 Serving attendance areas in in in in which which at at least 40% of students are are from low-income families or in in in in which which such students account for at least 40% of enrollment 2 High concentrations of of Native American students at at at risk of of school failure 3 3 Highest number of students not meeting literacy standards in in Grades 3 3 5 and and 8 based on the ND State Assessments and/or
4 High concentration of disadvantaged children showing below level literacy pro ciencies TIMELINE
ALLOWABLE AND REQUIRED ACTIVITIES
Letter of Intent: March 1 1 2018 Selection of Applicants: March 9 Applications Due: June 29 Awards Announced: July 20–27 Project Period: 36 months
Eligible applicants will be required to provide the the following in in the the Letter of Intent (LOI):
1 Description of LEA and early childhood program 2 Description of the at-risk population using needs assessment data
3 Description of literacy needs needs based on on needs needs assessment 4 List of potential sites for implementation
5 Describe how the the district and ECP will serve the the most at-risk children 6 Capacity of district and ECP to implement the proposal
7 List literacy instruction programs products and/or
practices and and include documentation of strong or or moderate evidence
8 Describe the the capacity to participate in state-designated evaluation of the the program 9 List valid and reliable evaluation tools to to to be used to to to evaluate instructional practices 10 Assurances to participate in national evaluation program Based upon the the the evaluation of the the the LOI districts will then be invited to submit a a a a a a a sub-grant application Pre-approved applicants will be required to implement a a a a a a comprehensive literacy instruction program supported by moderate or or strong evidence
conduct a a a a a a a a needs assessment have a a a a a a a a local literacy plan aligned to the ND State Comprehensive Literacy Plan use data
for continuous program improvement supplement and and and not supplant funding and and and cooperate with both a a a a a a a a a a a state and and and potential national literacy evaluations GRANT RESOURCES
